Assistant Manager – Airport Public Safety and Security

Job Summary:

Assists the department manager in the day-to-day safety and security operations of Milwaukee County’s airports. Provides assistance in ensuring compliance with Federal, State, and Local regulations for the safety and security of aircrafts, passengers, airport patrons, employees, and facilities.  Supervises the Badging Office personnel, badging procedures and compliance. Provides continuity of operations in the absence of the department manager.

JOB DUTIES:

  • Assists in Management of Public Safety & Security and Badging.  Develops and supervises the audit and inspection program. Coordinates with Federal, State, and Local regulatory and law enforcement agencies to ensure compliance and maintain security.
  • Train and supervise Airport Coordinator II and Security System Operators.  Assist in the development of procedures to verify that each function complies with appropriate regulatory requirements and ensures personnel are trained in these procedures. Oversee efficient and effective daily operations of the Badging Office.
  • Supervise the documentation, processing, and maintenance (with department manager approval) of all departmental invoices including those tied to federal grants and agreements.
  • Maintain communication with tenants and TSA when coordinating events and developing procedures for VIP visits, or other special events, as well as during airport construction, in order to ensure that all safety and security protocols are addressed and upheld.
  • At the direction of the Director and /or Manager of Public Safety & Security, amend the TSA-Approved Airport Security Program.  Draft correspondence of affected changes in security policies and procedures.
  • Assume the duties of the Airport Public Safety & Security Manager in his/her absence.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Current resident of the United States.
  • Bachelor’s degree in Aviation, Management Security, or closely related field.
  • At least one (1) year of experience in Aviation and/or Airport Security or related field.
  • At least one (1) year of supervisory experience Aviation and/or Airport Security or related field.
  • General understanding of various local, regional, and federal laws, orders, rules, and regulations (14 CFR Part 139, 49 CFR TSR 1540/1542, NIMS/ICS).
  • Intermediate knowledge of all related computer and software application, such as Word, Excel, SharePoint, PowerPoint, etc.
  • Must pass background checks, drug test and be capable of meeting and maintaining FAA security requirements for unescorted access in the Security Identification Display Areas (SIDA).

Licenses/Certifications:

  • Airport  Security Coordinator (ASC), Airport Certified Employee – Security.
  • Valid Driver’s License at time of application with the ability to obtain a Wisconsin driver’s license within six (6) months of hire and maintain throughout employment.

Knowledge, Skills and Abilities:  Read, write, and comprehend simple instructions, short correspondence, and memos.  Read and interpret safety rules, operating/maintenance instructions, and procedure manuals. Write routine reports and correspondence, and speak effectively before both internal and external groups.  Read, analyze, and interpret business manuals, technical procedures and/or government regulations.  Read, analyze, and interpret scientific and technical journals, financial reports, and legal documents.  Prepare and/or present written communication that pertain to controversial and complex topics.

THE ORIGINAL EXAMINATION is open to qualified residents of the United States. Appointee must establish residency in Wisconsin within six (6) months of appointment and maintain such residency during incumbency.

Note: This Original Examination is open to qualified internal and external candidates of the State of Wisconsin.  In accordance with Rule III Section 12 of the Civil Service Rules a non-competitive examination will be held for this position. The non-competitive examination will consist of criteria deemed appropriate by the Director of Human Resources to rank applicants on the eligible list for this position.
