As the Airport Engineering and Facility Services Department Manager, you will direct the work of a large work force of Airports Authority employees and contractor employees engaged in professional engineering, project management, environmental programs, AeroTrain maintenance and operation, and facilities maintenance activities.

Serves in the Engineering and Facility Services Department at Washington Dulles International Airport (IAD).

Directs all engineering and facility maintenance service activities of the Airport. Approves construction project permits and ensures conformance with plans. Oversees and approves conformance with environmental, health, and safety programs. Ensures Airport and tenant facilities are maintained. Performs related functions.

 

GENERAL RESPONSIBILITIES

  • Oversees construction, modification, repair, and maintenance activities involving airport structures and infrastructure.
  • Oversees the maintenance and operation of the AeroTrain system.
  • Through subordinates, monitors work done on contract to assure acceptable quality, quantity, and timeliness. Seeks appropriate balance between work to be done in-house and on contract.
  • Approves building permits for all airport tenant construction projects. Through subordinates, assures that work conforms to plans and code requirements.
  • Advises the Airport Manager on airport engineering projects.
  • Oversees the development of and conformance with all environmental, health, and safety programs for the Airport.
  • Participates on selection committees for Architecture/Engineer (A/E) firms and for concessionaires for the larger and more important airport concessions.
  • Provides input for the airport master plan; reviews technical manuals and engineering studies; and, as deemed necessary, reviews or produces individual engineering plans and specifications, and related documents.
  • Forecasts, justifies, monitors and ensures proper execution of the Department’s annual and five-year budgets for staffing, facilities, equipment, and operations.  Performs quarterly reviews and recommends adjustments.
  • Selects, assigns, and develops employees.  Delegates and assigns work.  Evaluates employee performance.
  • Takes corrective action to maintain work progress on schedule, improve employee performance, or modify program goals.
  • May serve as Airport Manager in his/her absence.
  • Performs other duties as assigned.

 

QUALIFICATIONS

 

  • Eight years of progressively responsible experience in engineering and facilities management.
  • Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
  • Knowledge of professional engineering and construction principles and practices (including civil engineering and related fields), utility operations, maintenance trades, building codes and standards, and regulatory requirements and ability to advise on construction projects, resource allocation, planning, budgeting, and monitoring of engineering and utilities issues.
  • Skill in reviewing or preparing engineering plans and documents and conducting inspections, using engineering calculations, equipment, and procedures, to evaluate effectiveness and efficiency of operations.
  • Knowledge of and ability to oversee construction, modification, repair, and preventive maintenance of structures and infrastructure.
  • Knowledge of Asset Management and ability to lead an integrated approach to facility maintenance and renewal with an emphasis on primary accountability, effective execution, and customer service.
  • Skill in budgeting for facilities maintenance and engineering contractor support.
  • Skill in workload analysis and quality control of operations.
  • Skill in applying inspection techniques.
  • Ability to speak and write effectively.
  • Ability to make detailed analyses of data and information, and make recommendations.
  • Skill in using a computer and modern office suite software, with emphasis on engineering and maintenance systems/software.

 

EDUCATION

  • A Bachelor’s Degree in Engineering, or related field.

 

CERTIFICATIONS AND LICENSES REQUIRED

  • A state driver’s license in good standing.

 

Licensure as a Professional Engineer.  A qualified candidate who is selected, but lacks licensure by the Commonwealth of Virginia, must obtain the Virginia licensure within one year of hire, promotion, or placement in the job.

 

A background security investigation will be required for all new hires.
