As the Deputy Chief Information Officer (CIO) Application Development and Operations, you will deliver, manage and operate high-quality software implementations and consolidation of application system portfolios.
Deputy Chief Information Officer (CIO) Application Development and Operations
Serves in the Office of Technology at the Headquarters Office.
Directly and through subordinate Managers and staff, directs the development and implementation of multiple, concurrent software application implementation projects while managing legacy enterprise business applications, including design, planning, production, implementation, operation, hosting, and application support. Leads in facilitating discussions and building consensus with all involved stakeholders throughout the software implementation process. Performs related functions.
Acts as primary contact point for enterprise business software application transformation and support efforts.
Oversees strategic software application systems portfolio, standardization, change management, implementation, communications, and IT-business process alignment and integration across multiple business domains and with legacy systems. Works closely with the Enterprise Technology Portfolio Management and Enterprise Architecture teams to lifecycle manage the business applications portfolio.
Works closely with other business and technology department’s resources to ensure timely, quality delivery of new software applications; facilitates and leads process review and gap analysis sessions; manages implementation of new instances and business capabilities into production environments.
Identifies opportunities for appropriate, cost-effective investments in application systems; works to ensure that solutions will enable use of data across business units.
Provides project management in support of customer and partner integrations; implements and manages in accordance with the project governance framework for customer or partner engagements.
Facilitates discussions, ensures understanding, influences decisions and builds trust and consensus with all involved stakeholders throughout the software implementation process.
Serves as the Contracting Officer’s Technical Representative for software application services and projects.
Oversees operations of all business software application services, including monitoring, incident resolution, problem management, configuration and change management, and routine updates/upgrades in accordance with the Office of Technology’s policies and procedures.
Implements system management tools to monitor the cloud applications; defines and reports results of key performance indicators and service level agreements; manages, budgets, and reports on project status, schedule, cost, and risks.
Provides 24x7x365 operations and support for software application services, including hosting, disaster recovery, scanning, archiving, data repository, and remote operations services.
Works closely with the Technology Operations and Security teams to ensure successful backup or replication of customer and corporate operation data occurs in a secure manner; implements and oversees security policy monitoring, and guidelines for software application and services; conducts root cause analysis; and prepares after-action reports.
Develops, oversees, and performs Tier 2 and Tier 3 support and event, incident, problem, configuration, and change management processes for all business application systems including cloud services and legacy systems.
Develops software application solutions with disaster recovery operations that include annual restore testing for customers in addition to at-time-of-disaster recovery.
Manages and mentors staff in continuously delivering technology driven expedited high quality business outcomes.
Performs other duties as assigned.
Nine years of progressively responsible experience in enterprise application software implementation and management.
Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team along with guidance and oversight to vendors/contractors.
Comprehensive knowledge of and skill in applying application development and application operational support, cloud computing, modeling, provisioning, software as a service (SaaS), and modern software to manage implementation projects as the primary point of contact for enterprise business application implementations.
Knowledge of IT portfolio management, project management, technology operations, and project governance and ability to apply it to understanding business requirements, implementing solutions, measuring delivery results, and managing project governance for software business application and solutions.
Skills in interpreting workflows and applying business strategies and implementing software applications in delivering effective, efficient and enduring business results.
Comprehensive knowledge of Software Development Life Cycle (SDLC) and Agile software application development and support.
Ability to implement and support on-premise and cloud software applications, business intelligence, data warehouse, SOA/ETL, content management, customer relationship management, and other corporate back office systems.
Knowledge of and ability to apply security assessment, authorization, and continuous monitoring for on-premise and cloud products and services.
Skill in managing multiple projects concurrently.
Ability to perform complex analyses of data and information and make recommendations
Ability to speak and write effectively, with emphasis on communicating technical issues to nontechnical audiences.
Experience with full-lifecycle software application implementations, such as HRMS, finance/ERP, CRM, mobile app, corporate website, and enterprise asset management implementations.
Certifications in Agile, AWS, Azure, Salesforce, ITIL, Microsoft, and other cloud technologies.
Certification as Project Management Professional (PMP®) or Program Management Professional (PgMP®) from the Project Management Institute, or equivalent certification.
Airport industry experience.
A Master’s Degree in Computer Science or Information Technology, or related field.
A Bachelor’s Degree in Computer Science or Information Technology, or related field.
CERTIFICATIONS AND LICENSES REQUIRED
A state driver’s license in good standing.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
Work may be performed at any Airports Authority facility.
A background security investigation will be required for all new hires.
