Join our team as a Debt Program Analyst, you will analyze the debt program which enables the Airports Authority to obtain the short- and long-term financing necessary to complete capital projects.

Contributes to the Debt Management Department in the Office of Finance at the Headquarters Office in Arlington, VA.

Performs a broad range of analyses related to the Airports Authority’s Debt Program including, but not limited to, bond transactions and other financing instruments. Oversees and administers existing debt and compliance with bond policies, covenants, and regulatory requirements. Participates in scheduling of bond issuance activities, sizing, and finance structuring. Performs related functions.

Assist with the development of a draft proposal for the annual Plan of Finance.

  • Participates in structuring debt and in bond issuance activities for funding of capital projects including data gathering and analysis, coordination of consultant requests and review of bond documents in relation to bond issuances and other financial transactions.
  • Reviews documents to ensure adequate accounting of bond construction funds, debt service reserves, capitalized interest, and cost of issuance accounts.
  • Drafts schedules for closing bond transactions.
  • Coordinates with financial advisors, bond counsel and underwriters prior to bond transactions.
  • Serves as a liaison to the Office of the General Counsel, the Office of Engineering, other Airports Authority Offices and Departments, and external stakeholders to ensure compliance with Federal securities laws and existing bond covenants.
  • Responds to information requests related to finances and outstanding debt portfolio.
  • Performs, coordinates, and monitors debt management functions including maintenance of multiple contact lists related to continuing disclosure compliance and investor relations, managing scheduling of meetings and events for the debt management department and post-issuance administrative functions.



  • A Bachelor’s degree in Business, Finance, Accounting, or related field.
  • Six years of experience in financial analysis, financial compliance, or capital funding.
  • Knowledge of and ability to apply generally accepted accounting principles, practices, methods, and techniques.
  • Knowledge of and ability to apply financial and debt management guidelines, rules, regulations, and laws.
  • Ability to perform detailed analyses of data and information and make recommendations.
  • Ability to prepare quality debt program reports for senior management and Board of Directors.
  • Ability to speak and write effectively, with emphasis on communicating financial information.
  • Skill in using a computer and modern office suite software, with emphasis on accounting and financial systems/software and Microsoft Power Point and Microsoft Excel.
