Position Summary 

The Metropolitan Airports Commission (MAC) is a public corporation that provide coordinated aviation services throughout the Twin Cities metropolitan area. The MAC operates one of the largest airport systems in the nation, which includes MSP and six general aviation airports. Together these airports help drive the region’s economy and job growth while providing quick, easy access to destinations around the globe.

The MAC is hiring for a Project Manager, Civil Engineer – Aviation. This position reports to the Assistant Director, Project Delivery in the Airport Development Department. This role will be responsible for initiate, schedule, and implement a broad range of aviation related projects and programs outlined in the MAC Capital Improvement Program (CIP). In addition to the implementation of, and the cost/budgeting accountability for, assigned Commission-approved civil engineering development projects at the Minneapolis – Saint Paul International Airport (MSP) and the Reliever Airports. Technical responsibilities include working directly with architectural, engineering, and construction management consultants and overseeing the development of design studies, project plans, specifications, and reports pertaining to CIP projects. In addition, this position will work closely with other MAC departments, municipalities, airport tenants and other governmental jurisdictions as required. Other responsibilities will include directing consultants in the preparation of feasibility studies and preliminary reports to establish costs, priorities and timing for projects in the CIP.

Position Description

Project Administration

Integrate MAC’s purpose, values and strategic goals into all areas of responsibility.
Develop and implement assigned airport development CIP projects: Define project teams, stakeholders, scopes, budgets and schedules.  Ensure all projects are managed within budget.
Direct and review preparation of plans and specifications for assigned CIP projects to ensure compliance with MAC Design and Construction Standards, public safety and sound engineering and construction practices.
Direct consultants in the preparation of feasibility studies and preliminary reports to establish costs, priorities and timing for projects in the CIP.  Coordinate plans and specification preparation with appropriate regulatory agencies, city, state and FAA criteria, rules and standards.
Create presentations and hold project team meetings with stakeholders, MAC staff, owners, tenants and consultants to review projects and keep them updated and informed as the project moves through design and construction phases.
Manage the construction of assigned CIP projects to assure compliance with plans and specifications, completion dates, budgets and workmanship.
Review and approve consultant invoices, contractor pay estimates, certificates of substantial completion, project change orders, and purchase order requisitions.
Assist, as necessary, in dispute resolutions between MAC and contractors.
Assist with troubleshooting problems, discrepancies and investigations of nonconformance.
Demonstrate creativity, foresight and mature judgment in anticipating and solving project problems.
Maintain a general understanding of all active projects at MSP and Reliever projects.
Serve as a technical specialist for various assignments and tasks relating to, but not limited to, airport and aviation facilities.
Collaborate with architects, engineers, and other construction and building specialists to resolve problems or emergencies.
Provide expertise to ensure the optimum usage and maximum service life of MAC pavements, infrastructure and facilities.
Remain current on trends in airport construction and the aviation industry.
Prepare staff reports and project specific memoranda as necessary for the Assistant Director, Director or Commission agenda packets.
 
Departmental

Participate as a member of the Airport Development team to ensure construction issues, plans and programs are incorporated into the decision making process.
Participate in the preparation of the MAC annual CIP and its project solicitation process.
Recommend capital improvement needs to the Airport Development Assistant Director and/or Director.
Conduct constructability reviews or assist in the design/planning/review of architectural or civil engineering completed by airport tenants or other agencies that have potential impacts to MAC airports.
Provide technical expertise and staff assistance as requested.
Provide effective credible representation of the department’s activities to the general public, airport users, airport tenants, consultants, contractors, and when necessary, the committee structure of the Commission.
Participate in the selection of consultants for Airport Development work in accordance with the Commission’s Consultants’ Selection and Use Policy, including preparation and/or review of requests for qualification statements from interested consulting firms, participate in the review of qualification statements and interviews, and make recommendations to the Airport Development Assistant Director, Project Delivery. Assist with the negotiation of project work scopes and fee proposals.
Participate in the Airport Development continuing consultant annual performance reviews.

MINIMUM REQUIREMENTS

Bachelor of Science Degree in Civil Engineering, Architecture, Structural Engineering, Mechanical Engineering, Electrical Engineering, Construction Management, or a related field
Four years of progressively responsible experience in the design and management of construction projects that may have included utilities/infrastructure, building facilities, pavement or roadway design standards while ensuring compliance with plans and specifications, completion dates, budgets and workmanship
Intermediate skill level using Microsoft Word, Outlook and Excel
Experience managing contracted architects, engineers or other construction industry consultants
Experience working with building officials and/or permitting and code requirements
Valid state driver’s license and a reliable vehicle to commute between work sites

Desirable Requirements

Minnesota professional engineer – civil
Ten years of progressively responsible experience in the design and management of construction projects that may have included utilities/infrastructure, building facilities, pavement or roadway design standards while ensuring compliance with plans and specifications, completion dates, budgets and workmanship
Experience with FAA Advisory Circulars
Experience with FAA Part 77 Surfaces
Experience with FAA Part 139 Airport Certification
Experience with FAA Form 7460-1, Notice of Proposed Construction or Alteration
Airport project experience at a medium or large hub airport
Experience with mechanical, electrical, or fire protection systems/disciplines for buildings, structures, or terminal buildings
Experience collaborating with Information Technologies (IT) staff and integrating IT solutions into facilities projects
Large or complex project planning and construction experience
Experience developing annual capital improvement projects and programming
Experience managing or designing building systems, land/site development engineering, water or wastewater systems, underground utilities, storm water management and/or drainage systems design/analysis/modeling.
Experience with sustainable building practices
Experience with AutoCAD, Revit, SharePoint, Submittal Exchange, Oracle Prime, JD Edwards or other construction management tools
Familiarity with the National Incident Management System and emergency preparedness/ response training
