Position Summary

The Metropolitan Airports Commission (MAC) is a public corporation that provide coordinated aviation services throughout the Twin Cities metropolitan area. The MAC operates one of the largest airport systems in the nation, which includes MSP and six general aviation airports. Together these airports help drive the region’s economy and job growth while providing quick, easy access to destinations around the globe.

The MAC is hiring for a Manager of Ground Transportation.  Under the direction of the Assistant Director of MSP Operations/Landside, the Manager of Ground Transportation will oversee ground transportation operations, facilities and support systems at MSP International Airport. Participate in construction processes to include planning for facility needs, outside resources and consultants.   Facilitate effective use of commercial roadway systems through maintenance of support systems and productive interaction with ground transportation operators. Prepare Request for Proposals, manage the selection process and administer contracts for services.   Manage a work force involved in managing ground transportation operations including enforcement and responding to customer complaints. Meet with other regulatory agencies and ground transportation associations on an ongoing basis to keep abreast of transportation issues.

Position Description

Planning and Budgeting

Assist with annual department goal setting and planning sessions with staff members in accordance with MAC-wide, division and department mission, vision, values and strategic goals.
Coordinate, schedule and/or conduct regularly scheduled department meetings to communicate organizational goals, issues and information to employees.
Provide input to the Assistant Director of MSP Operations/Landside regarding planning and construction activity relating to Landside operations at MSP.
Responsible for preparation and administration of ground transportation operations portion of the Landside Operations Department operating equipment, IT and Capital Improvement Plan budgets.

People Management

Ensure employees have work plans appropriate for their business function and that the plan is being followed.
Conduct regularly scheduled meetings with employees to communicate work plans, issues, and other appropriate information.
Exercise supervisory authority in accordance with MAC Human Resource Policy, MAC Administration Manual, and/or the appropriate collective bargaining agreement.
Communicate clear performance expectations and standards to employees.
Recognize employee achievement. Facilitate effective and collaborative working relationships among staff.
In coordination with Human Resources, hire, promote, transfer and discharge employees.
Provide timely performance feedback to employees.
Complete employee performance reviews and conduct performance review discussions.
Operations and Administration
Supervise, monitor and coordinate airport ground transportation activity to ensure a safe and orderly operation and to ensure compliance with MAC ordinances, policies and procedures.
Monitor and assist with construction projects, staging and planning relating to the Airport’s ground transportation system, pedestrian flow and other facilities which effect the daily operations and movement of passengers.
Represent MAC at meetings of Airport ground transportation providers, tenants, such as, taxicabs, courtesy vans, limousines, charter buses, transportation network companies, car sharing etc.
Assist in negotiating, preparation and oversight of agreements and/or permits with ground transportation companies, communicate contract interpretations to ground transportation operators and MAC staff and support services.
Oversee resolution of complaints based on information provided either orally or in writing related to the public and ground transportation operators.
Prepare written documentation for distribution or in some cases, oral presentation to industry groups and Commission meetings with regard to construction planning, ordinances, regulations, operational policies, etc.
Supervise and ensure ground transportation operator compliance with appropriate MAC Ordinances and Regulations, including MAC permit, license and insurance requirements and maintain appropriate records to document all such compliance.
Ensure integrity of the invoicing system to ensure compliance with fees as established under MAC Ordinances.
Assist in development and oversee the operation of the computer-controlled ground transportation call up and monitoring system.
Recommend changes in transportation systems and procedures, improvements in facilities or equipment, based on knowledge of trends in the industry and operating strategy.
Recommend purchase of equipment and supplies and recommend consulting services and suppliers.
Perform other special projects such as planning and arranging for special event needs, various analysis involving specific issues, reports, presentations and other similar undertakings.

MINIMUM REQUIREMENTS

Bachelor’s degree in Transportation Studies, Public Administration or Business Administration or a related field and 5 years of management experience in ground transportation or a commercial vehicle organization; OR
In lieu of a degree, 9 years of progressive experience in ground transportation or a commercial vehicle organization that includes 5 years in a transportation management capacity
Working knowledge of ground transportation activities and operations at a public airport or commercial vehicle organization.
Working knowledge of contract administration and negotiation skills.
Demonstrable knowledge of commercial vehicle safety planning, operations and response to industry and public issues.
Demonstrable management and supervisory experience.
Demonstrable knowledge of computer system’s operation related to operations and financial management.
Successful preparation and management of operating and capital budgets.
Proven ability to lead and motivate employees to accomplish challenging goals.

DESIRABLE REQUIREMENTS

3-5 years’ work experience at a large hub airport in a transportation management capacity or 5 years management of a commercial vehicle organization.
Experience in the operation and administration of employees engaged in providing ground transportation.
Experience in administering contracted transportation providers.
Experience in construction coordination and phasing.
Experience preparing Requests for Proposal, selection award and management of services.
Experience with public speaking and providing formal presentations.
