Investigates sources to determine availability and projects cost for requested goods and services; compares possible supply sources to ascertain most advantageous method of procurement at the least cost and best delivery time.
Places orders with chosen vendors to ensure the timely and cost efficient acquisition and delivery of required commodities and services.
Resolves purchasing problems, including complaints, price disputes and delivery issues, recommends appropriate action to rectify the situation and achieve resolution.
Develops, negotiates, establishes, and administers contracts and agreements to ensure vendor contract compliance and quality performance.
Receives and reviews purchase requisitions for accuracy and adherence to policies and procedures of the Melbourne International Airport.
Develops and maintains current catalogs, commodity files, and bidders’ mailing lists; coordinates supplier presentations on new products and processes; maintains purchasing library.
Interviews suppliers to gather information relative to price, product, quality, delivery, service, and negotiable discount programs; analyzes state and county contracts for opportunities offering volume discounts for cooperative buying; evaluates quality and price of products to judge the suitability of goods and alternatives offered.
Acts as a liaison between Melbourne Airport Authority and suppliers; communicates concerns and problems to suppliers; resolves merchandise complaints; negotiates adjustments and change orders to purchase orders.
Procures equipment, materials, supplies, and services ranging from routine to complex in nature in accordance with established procedures utilizing a purchase order.
Develops and maintains a variety of records, databases, and files; prepares financial and statistical reports relating to purchasing activities and expenditures including Federal and State reports; composes correspondence and memoranda.
Establishes and evaluates commodity standards for compliance with hazardous material regulations; coordinates disposal of hazardous materials utilizing OSHA and EPA standards and guidelines.
Prepares bid documents with terms, conditions and specifications for products or services for publication; advertises requests for bid or requests for proposal to attract likely suppliers; opens all bids submitted in a public forum; reviews and evaluates the merits of each bid in order to make recommendations for preferred suppliers to management.
Assists with the disposal of surplus materials, supplies, and equipment by means of sale, exchange, or trade.
Researches market conditions, business developments, economic trends, materials, availability and related factors to develop comprehensive technical specifications and service contracts.
Adheres to and upholds all Airport Authority rules, policies, and procedures adopted by the Airport Authority (e.g. harassment, discrimination, hostile work environment).
Represents and conducts self in a professional manner.
Maintains and supports a high level of customer service to peers, partners and passengers.
Adheres to safe operating procedures set forth by the Melbourne Airport Authority and OSHA.
Conducts training for Airport Staff on procurement policies and procedures.
Maintains communications with Airport Concession Disadvantaged Business Enterprise/Disadvantaged Business Enterprise consultant; collects and provides accurate data for required plan development/compliance.
Performs other assigned duties as assigned.
