This is a professional, leadership position within the Airport Operations and Safety Department responsible for managing the activities associated with the Landside Operations areas of Southwest Florida International Airport. The Landside Operations Manager’s major functions involve overseeing the operation of various Ground Transportation (GT) systems at RSW and supervising the LCPA Ground Transportation Agent staff. GT systems include but are not limited to on-demand taxis, pre-arranged ground transportation service providers, on and off airport shuttle services, transportation network companies, airport parking lot management and shuttle operations, and rental car operational logistics. The Landside Operations Manager ensures safe and effective operations are sustained and remain in compliance with federal, state, local ordinances, contract terms and conditions, and policies of the executive director or his designee(s). This position requires critical thinking skills, sound decision making capabilities, and proactive initiative. Work is performed under the general supervision and/or direction of the Senior Manager of Airside/Landside/Terminal Operations. The position completes special projects as required and performs other duties as assigned.

General Description:
Maintains a continuous awareness of all operational parameters affecting Landside Operations.
Responsible for the development and maintenance of all permits and obligations the Authority has with its permittees as they apply to the Airport’s landside operations.
Develops and implements, as directed, policy decisions and operational aspects of airport landside activities.
Responsible for ensuring applicable rules, regulations, and requirements are being enforced and met.
Requires landside operations budget preparation and oversight. Estimates required funding and personnel requirements necessary for landside operations.
Assists with researching, developing, and planning long range plans for the airport relative to landside operations.
Responsible for selecting, training and supervising ground transportation personnel.
Manages the Lee County Port Authority’s Traveler’s Assistance Program and Distressed Passenger Parking Program.
Manages and works closely with the Parking management and Taxicab concession to oversee daily activities to ensure contract requirements are met.
Manages the administration and billing of the commercial ground transportation operators.
Coordinates with the Rental Car concessions to ensure activities affecting customer service and
landside operations are consistent with established rules and/or procedures.
Ensures correspondences, statistics, written procedures, etc. are accurately maintained and
properly kept, so that all elements and programs of the airport’s landside operations are
accessible when required.
Responsible for the development, oversight, implementation and maintenance of all
landside related Operations Instructions.
Works closely, collaboratively and cohesively with the Operations & Safety
Department’s Airside and Terminal Managers to effect seamless operations across all
three functional areas.

 Minimum Requirements:
Knowledge, Abilities and Skills: Considerable knowledge of medium hub, air carrier airport landside and ground transportation operations. Knowledge of the laws, rules and regulations, with the ability to effectively apply them to the Airport’s operation. Must be able to plan, assign and review the work of the Airport staff. Have the capacity to establish and maintain effective working relationships with various levels of management, officials, tenants, and the general public. Capable of working without supervision with the ability to make independent judgments and establish workable solutions. Ability to maintain records, prepare correspondence and reports. Ability to plan and coordinate diverse activities. Ability to clearly communicate ideas, both verbally and in writing. Position requires the ability to work flexible hours to include nights, days, weekends, and holidays. Plus, this position is classified as Emergency Personnel in the event of a disaster and may be required to assist depending on the nature of the event. Additionally, this position may also be eligible for limited remote work arrangements.

Training and Experience: Graduation from an accredited four year college or university with a degree in Aviation Management, Business Administration or related field. Experience must include five years in a medium or large hub air carrier facility or an equivalent combination of related training and experience may be considered. Must have experience using two way radios, desktop computer, iPad or Chromebook with a high level of knowledge of Google products and Microsoft Office. Possession of a valid Florida driver license is required. Private pilot license is also desirable.
