The operations safety officer is a mid-level role whose primary function will be to develop and improve the airport’s safety culture through training, recognition, compliance and awareness programs; implementing and overseeing the airport’s safety management system (SMS) program; inspecting, identifying, and following up on tenant and airport discrepancies; and acting as the liaison between the Port Authority and tenants.
Starting salary is $25.72/hour but may be negotiable based on experience.
Regulatory Compliance: The operations safety officer will monitor workplace activities to ensure compliance with Port Authority policies as well as Federal Aviation Regulations; State and County regulations; Safety Advisory Circulars; and Operations Instructions. Much of this work will be performed using the International Business Aviation Council’s International Standard for Business Aviation Handling, and the FAA’s proposed safety management system (SMS) principles for airports. The operations safety officer will demonstrate an excellent safety behavior and attitude; will follow regulatory practices and rules; will recognize and promote hazard reporting; and will ensure effective safety reporting. Additional duties include preparing and maintaining reports and records of operations and inspections to determine compliance and effectiveness of existing methods.
Training and Coaching: The operations safety officer will provide training on a variety of safety topics to managers, employees and tenants; solicit feedback from employees to identify and develop new training needs and/or improve upon existing programs.
Safety Procedures: The operations safety officer will be required to assist with the development and writing of a variety of procedures that integrate with existing airport operational security or construction related activities. Additional duties will entail participating in Page Field/Base Operations pre & post season safety briefings; assisting with airport emergency planning; and issuing Notice to Air Missions (NOTAMS) as necessary. The operations safety officer will assist with the implementation of the airport wildlife hazard management plan; spill prevention control & countermeasures plan; and storm water pollution prevention plan. The operations safety officer will conduct safety risk assessments and perform landside, terminal, and airside inspections as necessary.
The operations safety officer will also document safety assessments, track hazards, maintain data, and submit monthly operations reports. Develop and promote a safety culture by conducting monthly safety meetings, participating in team meetings and submitting recommendations designed to improve overall safety, efficiency, and customer service.
Tenant Liaison: The operations safety officer will assist with the development and enforcement of airport rules and regulations; driving directives; gate procedures; and tenant best practices. Additional duties include initiating and processing hangar and tie down agreements; maintaining tenant lists (current and hangar waitlist); inspecting tenant leaseholds, hangars, and tie downs for compliance with airport rules and regulations; and documenting and following up on inspection discrepancies.
Industry Participation: The operations safety officer will participate in industry forums and events and will act as a knowledgeable voice to help inform industry and the federal government about the value or impacts of regulatory mandates.
Emergency Response, Management and Training: This position will respond to emergency situations; accidents; incidents; fuel spills; and will assist with investigation and documentation of events. This may include creating presentations, developing reports, running drills & exercises, and conducting training sessions.
Perform all other duties as assigned.
Knowledge, Skills and Abilities: Considerable knowledge of federal laws, and rules & regulations which apply to the airport in addition to established airport policies and procedures. Ability to read, understand and interpret documents. Ability to communicate effectively both verbally and in written form. Ability to speak effectively before groups of customers or employees of organizations; and respond to questions from groups of managers, clients, customers and the general public. Although work is performed under the general direction of the Airport Operations Manager, this position requires a high degree of independent action, judgment, and discretion.
Must have extensive knowledge of general aviation aircraft; FBO operations; flight line and airport operations to include aircraft servicing and handling. Must have experience operating and managing Avgas and Jet A fuel trucks, and fuel storage facilities including all aspects of fuel quality control. Must have prior NATA Safety 1st experience. If not currently certified, must complete NATA Safety 1st online training modules and become certified within 8 months of hire. Must successfully complete the Page Field Movement Area Driver Course written and practical tests within 90 days of hire. Must have working knowledge of G Suite; the ability to learn proprietary software systems; and the ability to use Microsoft products as needed.
Training and Experience: College degree is highly desirable, or equivalent combination of education, training and/or experience. Must have a strong background in FBO operations at a location servicing turbine and piston aircraft. Must have a strong understanding of Safety Management Systems; experience developing or overseeing SMS is a plus. Experience writing technical documents; movement area driving experience; airport operations, and pilot certificates are a plus.
Licenses and Certificates: Possession of a valid Florida driver’s license is required. Must successfully complete AAAE Airfield Operations ACE Certification within 18 months of hire.
Schedule: This position will work varying shifts including days, nights, weekends, holidays and “on-call” scheduling as necessary. Must be available to respond to alerts, incidents & accidents at any time. Must be available for contact via text or telephone at any time.
