The Airport Administration Manager assists the Airport Director in the administrative management of the Airport in order to maintain a safe, secure and efficient facility that complies with Federal, State and local regulations and special assignments and projects as directed.

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Develops departmental administrative goals with Airport Director; recommends policies and procedures to Director; implements approved policies and procedures.

Assists the Director in planning and managing administrative and fiscal activities for the Airport and ensures that administrative offices and processes run smoothly including: Reconciles monthly accounting records and reviews all receiving reports to ensure accuracy; assist in administering capital projects and departmental budget; tracks Airport Improvement Program (AIP) grants, Passenger Facility Charges (PFC) and other capital projects utilizing appropriate processes and software; assists with monthly, quarterly and annual FAA AIP drawdowns, reports and Audit Certification Forms related to design and construction projects; maintain current annual status of the Airport’s System for Award Management (SAM) Registration; and participates in departmental audits with City, tenants, private and/or Federal auditors. With Directors approval, may work with the Administrative Assistant position to accomplish appropriate administrative service duties.

Assists in maintaining federal recordkeeping requirements under FAR Part 139 Certification; performs general office management; property management of leases; contracts and agreements; coordination of personnel training and management activities; oversees accounts receivable/payable functions and financial management; budgeting, PFC program and AIP grant administration; tenant and public relations; website maintenance; advertising, marketing and social media initiatives.

Prepares a variety of reports such as monthly budget reports, Airport operational data, meeting agendas, DBE participation reports, FAA AIP grant and capital project financial spreadsheets and drawdown request reports, Passenger Facility Charge collection reports, annual FAA Reports, quarterly grant status reports and others; verifies distribution of these reports to the Airport Director, TSA, FAA, FAA Civil Rights Office and other agencies as appropriate. Administers Passenger Facility Charge (PFC) program and monitors PFC schedule of requisitions and tightly regulates the use of Local Share Reimbursement funding. Assists in the preparation of PFC and AIP applications to the FAA.

Manages procurement activities for the Airport: develops/coordinates specifications necessary for Airport’s Request for Proposals or Request for Qualifications and ensures compliance with Procurement procedures; may attend pre-bid, pre-design and pre-construction conferences, weekly project progress meetings, staff meetings, project inspections and other miscellaneous meetings; may serve on proposal analysis groups to evaluate proposals or bids.

Coordinates with Airport consultants to administer Disadvantaged Business Enterprises (DBE) programs for federally assisted projects or Airport Concessions Program; participates in the update of annual DBE goals and assists with gathering information. Attends and participates in various meetings. Reviews reports, records, plans, blueprints, surveys and other technical reports and provides staff recommendations to Airport Director and other Airport staff.

Assist Director with recruitment and training of new employees; works with Airport Operations Manager to coordinate the process of conducting annual employee performance evaluations.

Maintains assigned inventories; reviews and processes purchasing documents for needed materials, equipment and supplies with Director approval; receives and distributes incoming supply shipments; receives and reviews invoices ensuring accuracy; forwards invoices for payment; directs proper maintenance of office equipment. Processes a variety of documentation associated with department operations, within designated timeframes and per established procedures.

Assist the Director in drafting Airport use, operating, concessionaire and lease agreements and assists in administering such agreements. With Director approval, may consult with Airport tenants, consultants, regulatory officials, other Airport managers and other agencies as needed to review departmental operations, projects, discuss problems, coordinate activities and provide technical expertise to the Director. Maintains an awareness of new trends and advances in Airport industries, as well as legislative issues (Federal, State and Local), and applicable rules and regulations.

Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Office, databases, FAA grant drawdown system, FAA SOARS Program, grants.gov, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Provides customer service to all public and internal and external customers. Responds to customer suggestions/complaints; assists in mediating disputes among public, tenants and employees.

Performs related duties as required.
