DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The purpose of the Infrastructure Division is to effectively manage the infrastructure by establishing and maintaining asset management standards and effectively executing capital renewal and rehabilitation projects.

The Division Manager – Insourced Maintenance Services is responsible to the Deputy Assistant Director of Insourced Maintenance Services for the effective delivery of self-performed maintenance.  This position ensures operational excellence throughout the Hobby Airport (HOU) of the Houston Airport System (HAS) by managing the insourced planned, and unplanned, maintenance programs to maximize asset and facility serviceability and availability, delivered at the lowest total life-cycle cost.  This position is responsible for the management of airside maintenance to ensure compliance with Federal Aviation Administration regulations.  Manage the dispatching of maintenance staff and resources at HOU, as well as the effective documentation of Enterprise Asset Management System work orders.  May be assigned additional duties throughout the two other HAS locations (Bush Intercontinental and Ellington Field).  The success of this role is highly dependent on the ability to direct the management, coordination, implementation, administration and operation of various systems, plans and projects.  “Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.”
The Division Manager (Insourced Maintenance Services) duties will include but are not limited to:
Manages, trains, develops, counsels and evaluates staff performance.
Assists in the design and implementation of special systems, plans and projects.
Establishes policies, procedures, guidelines and project schedules.
Researches, reviews and evaluates new data, reports, products and other information.
Acts as liaison to other departments, government agencies and private sector.
Reviews, evaluates, selects and implements hardware and software products.
Assists departments and general public in obtaining and explaining technical and non-technical information.
Develops and interprets codes, ordinances and specifications.
Drafts and reviews proposed contracts, correspondence, letters of agreements and amendments.
Manages and negotiates procurement terms and conditions with potential vendors.
Provides technical advice, consultation and support to departments and other agencies and groups.
Coordinates the preparation, implementation and monitoring of the budget and expenditures.
Develops methodologies for creating project data.
Performs other duties as assigned

WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc. Requires the ability to make simple gross motor responses within large tolerances. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Work is substantially complex and varied, and requires the interpretation of technical and detailed guidelines, policies and procedures in combination. Analytic ability is needed to gather and interpret data where answers can be found only after careful analysis of several facts.

EDUCATIONAL REQUIREMENTS 
Requires a Bachelor’s degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master’s degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS  
None

Preference will be given to applicants with demonstrated experience in process improvement producing measurable results.  Experience and an understanding of an aviation industry and knowledge of the Enterprise Asset Management System (EAMS) is preferred.  Ability to gather, analyze and evaluate facts to prepare and present concise oral and written reports is highly desired.
