The purpose of the Infrastructure Division is to effectively manage the infrastructure by establishing and maintaining asset management standards and effectively executing capital renewal and rehabilitation projects.

The Division Manager (Enterprise Asset Management System Documentation) is responsible to the Director of Maintenance for the effective development and implementation of maintenance documentation standards to align with the Houston Airport System Asset Management Standards.  This role will implement strategies to ensure planned and unplanned maintenance activities are generated within the Enterprise Asset Management System (EAMS).  Through collaboration, this position will ensure activities documented in EAMS are accurately assigned to the appropriate insourced and outsourced maintenance shops and contractors.  This position will play a key role driving Houston Airports’ performance though routine reporting and communicating data in a clear, concise, and approachable manner to advise key decision makers.  Ensure the continuous improvement of EAMS by updating asset inventory, preventive maintenance plans and maintenance workflows.  This position will lead the Airport Operations Supervisors (Maintenance), assigned to the Airport Operations Center (AOC), to ensure the effective documentation of all maintenance issued by the AOC.  The success of this role is highly dependent on the ability to direct the management, coordination, implementation, administration and operation of various systems, plans and projects.  “Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.”

The Division Manager (EAMS) duties will include but are not limited to:
Manages, trains, develops, counsels and evaluates staff performance.
Assists in the design and implementation of special systems, plans and projects.
Establishes policies, procedures, guidelines and project schedules.
Researches, reviews and evaluates new data, reports, products and other information.
Acts as liaison to other departments, government agencies and private sector.
Reviews, evaluates, selects and implements hardware and software products.
Assists departments and general public in obtaining and explaining technical and non-technical information.
Develops and interprets codes, ordinances and specifications.
Drafts and reviews proposed contracts, correspondence, letters of agreements and amendments.
Manages and negotiates procurement terms and conditions with potential vendors.
Provides technical advice, consultation and support to departments and other agencies and groups.
Coordinates the preparation, implementation and monitoring of the budget and expenditures.
Develops methodologies for creating project data.
Performs other duties as assigned

The position is physically comfortable, the individual has discretion about walking, standing, etc. Requires the ability to make simple gross motor responses within large tolerances. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Work is substantially complex and varied, and requires the interpretation of technical and detailed guidelines, policies and procedures in combination. Analytic ability is needed to gather and interpret data where answers can be found only after careful analysis of several facts.

Requires a Bachelor’s degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master’s degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.


Preference will be given to applicants with demonstrated experience in process improvement producing measurable results.  Knowledge with Enterprise Asset Management System (EAMS) documentation in an aviation industry is highly preferred.  Ability to gather, analyze and evaluate facts to prepare and present concise oral and written reports is desired.

Pay Grade 29

Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.
