Position Overview

Under the general direction of the Director of Operations, the Operations Manager plans, organizes, schedules, and oversees daily departmental operations to ensure operational safety and compliance with laws, regulations, and District policies, including: airside and landside operations, the Airport Operations Center and the airport badging office. Performs other duties as assigned.

Position Summary (Primary Function)

Under the general direction of the Director of Operations, the Operations Manager plans, organizes, schedules, and oversees daily departmental operations to ensure operational safety and compliance with laws, regulations, and District policies, including: airside and landside operations, the Airport Operations Center and the airport badging office. Performs other duties as assigned.

Responsibilities (Essential Functions)

  • Ensures compliance of all relevant federal and state aviation regulatory agency rules and regulations that pertain to aircraft operations and safety (FAR Part 139) as required for an FAA certificated commercial service airport; assists with updating the Airport Certification Manual.
  • Ensures compliance of all relevant federal and state aviation regulatory agency rules and regulations that pertain to airport security (TSR 1540 and 1542); oversees department handling airport access control systems and may perform duties as an Alternate Airport Security Coordinator.
  • Manage and provide daily oversight of the airports Safety Management System (SMS), once operational.
  • Effectively plan and direct operations staff; develops department schedules for personnel tours of duty; monitors work and conducts formal performance evaluations.
  • Plans and develops training for department personnel; continuously monitors individual’s skill levels and determines training needs.
  • Assists the Director of Operations in developing and implementing airport operational policies and procedures to ensure safe, secure, efficient and effective airport operations; works with tenants to gain compliance.
  • Acts as liaison with the FAA, tenants, users, airlines, and airport staff regarding operations; develops recommendations for service improvements.
  • Assists the Director of Operations in evaluating, revising, and/or developing department policies and procedures; authors standard operations procedures (SOP) and checklists.
  • Oversees the daily inspection processes for both airside and landside operations; participates in preconstruction meetings and implements airport construction safety and phasing plans.
  • Assists the Director of Operations in the development and management of the department budget.

Education Requirements (Evaluation Factors: Skills, Education, Experience, and Ability)

  • Requires a BA/BS degree in Aviation/Airport Management, Business Administration, Public Administration, or related field.

Experience Requirements

  • A minimum of eight (8) years of experience in airport operations with five (5) years supervisory experience or equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.

Special Knowledge, Skills, and Abilities

  • Thorough knowledge and understanding of rules and regulations affecting airport operations, including FAR Part 139, and TSR parts 1540 and 1542.
  • Knowledge of airport Safety Management Systems.
  • Excellent verbal and written communication skills.
  • Ability to manage multiple projects simultaneously; can make effective decisions regarding airport operations during emergency situations.
  • Ability to evaluate programs, prepares concise organized reports, and communicates clear oral and written instruction.
  • Ability to collect, analyze and evaluate data and make appropriate recommendations.
  • Proficiency in the use of a personal computer; including skills in Microsoft Word, Excel, PowerPoint, Access, or Windows.
  • Ability to exercise tact, self-restraint, judgment, and strategy in dealing with a variety of people; must establish and maintain effective working relationships with coworkers, supervisors, stakeholders and the public.
  • Ability to attain trusted agent status from TSA.

Supervisory Responsibility

  • This position includes the direct supervision of Operations Officers, AOC Dispatchers, and the Security and Identification Coordinator.

Licenses Required

  • Valid Driver’s License

Certifications Required

  • Airport Security Coordinator (ASC) certification or ability to obtain within 6 months
  • AAAE Certified Member (C.M.) or the ability to obtain within 12 months

Working Conditions

  • Physical Demand – Use of personal protective equipment is required.
  • Work in this position is medium work exerting up to 50 lbs. of force occasionally, and/or up to 25 lbs. of force constantly to move objects.
  • Physical activities include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, grasping, and repetitive motions.
  • Specific vision abilities include close, distance, color, and peripheral vision, and depth perception. This employee is required to have the visual acuity to analyze data and figures.
  • Mental and/or Visual Demands are high and vary with function performed. Consistent mental attention needed to respond safely and efficiently.
  • Attentiveness to work procedure will reduce potential risk of injury in work areas.
  • Exposed to normal office environment and normal industrial environment.
  • This position will be required to work rotating shift of duty to include but not limited to nights, weekends and holidays; also subject to recall after normal duty hours.
  • This employee is subject to inside and outside environmental conditions, including extreme hot and cold weather, noise, physical hazards, and narrow passageways.
  • Must be able to pass TSA security background check and successfully complete drug and alcohol screenings.
