The Department of Aviation seeks an experienced professional who plans, directs, reviews and evaluates the work of planning and technical support staff; performs professional level work on difficult, complex and/or sensitive current, advanced, transportation and/or other specialized planning projects and programs. The Principal Planner performs duties that require technical expertise in the field of airport/aviation planning, environmental planning, and project design. The Principal Planner assists in the development of complex environmental planning projects such as the Southern Nevada Supplemental Airport; coordinates closely with other divisions to ensure new development projects comply with environmental regulations and requirements; develops and/or supports the development of project-appropriate environmental documentation, such as Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements required to satisfy the National Environmental Policy Act (NEPA); helps to develop mitigation and monitoring plans for projects; collects data and supports the development of strategies, guidelines and analysis for future projects. This position also supports the organization’s strategic planning process and provides oversight to the internal Clark County Department of Aviation (CCDOA) divisions with the implementation of strategic initiatives, development of annual goals and objectives, and management of organizational alignment. Requires a Bachelor’s Degree with major course work in city, regional, environmental, transportation or urban planning, public or business administration, or related field and four years of full-time professional planning experience. Directly related experience in an area of planning that has provided the knowledge and skills required at this level may be substituted for the education on a year-for-year basis to a maximum of two years. An advanced degree in city, regional, or urban planning or another appropriate area and project or functional leadership highly desirable.
