The City of Phoenix owns and operates the Phoenix Airport System which consists of Sky Harbor International Airport, Deer Valley Municipal Airport and Goodyear Airport. Before the COVID-19 pandemic, the Phoenix Airport System contributed to $38.7 billion in economic impact and Phoenix Sky Harbor International Airport was ranked the 13th busiest airport in the nation for passenger traffic. Today, it continues to see a high level of passenger traffic in comparison with other airports across the Country. On a typical day: More than 1,200 aircraft arrive and depart,  More than 125,000 passengers arrive and depart, More than 1000 tons of air cargo is handled.

Aviation services operate as a department of the City of Phoenix, which operates in a Council/Manager form of government.  The Director of Aviation Services reports to a deputy city manager and, ultimately, the City Manager.  The Aviation Department mission statement is: Provide a world class airport experience. Every customer. Every day. The Director of Aviation Services will provide leadership, direction and management to ensure that this mission is achieved.

The City of Phoenix is seeking an experienced and dynamic senior airport executive to be the next Director of Aviation Services. This position will be responsible for the growth and development, fiscal responsibility, and regulatory compliance of the Phoenix Airport System.

  • To ensure growth and development, the Director determines current and future operational and maintenance needs at the airports and develops plans to strategically meet those needs; leads and directs overall airport operations and ensures adequate revenue and proper assessment of users and lessees of airport facilities; leads and directs the overall strategy to attract new international and domestic air service; and initiates and directs the preparation of long-term strategies and plans for airport expansion.
  • To ensure fiscal responsibility, the Director leads the preparation and monitoring of financial and statistical records and reports; directs the development of the Aviation Department annual business plan, initiatives, key performance indicators and corporate risk registry; directs the preparation of the Aviation Department operating and capital expansion budget; negotiates leases and contracts; annually reviews and updates the business plan and initiatives identified to obtain targeted financial objectives; and works with the City finance department to achieve and maintain high-level airport bond ratings.
  • To ensure regulatory compliance, the Director enforces Federal, State and local rules and regulations governing airport use outside the area of authority of the Federal Aviation Administrative (FAA) and recommends or promulgates modifications in existing rules; monitors the operation of Phoenix Mesa Gateway Airport and advises the City’s Board member on the airport; represents the City in community, industry and governmental meetings; and prepares and presents special information to the City Council and Phoenix Aviation Advisory Board.
  • Overarching all these responsibilities is the expectation to lead a complex agency within the Council/Manager system.  The Director of Aviation Services must be able to work as a team member of the City Manager’s executive department directors and communicate clearly and regularly with the City Manager and staff, Mayor and City Council, Aviation Advisory Board members appointed by the Mayor and City Council, and the larger communities of interest.

THE IDEAL CANDIDATE will possess the ability to work cooperatively and strategically with City management, airline partners, airport concessionaires, airport users, Federal and State regulatory agencies, community stakeholders and City Council and other elected officials, as well as knowledge of:

  • Federal, State, and local rules and regulations pertaining to air traffic control, airport management, operations, safety, and security;
  • Airport development plans and construction;
  • The principles of airport finance, business planning, and methods of business management of airports;
  • Airport operations and maintenance requirements and necessary supplies, materials and equipment;
  • Airport and real estate management, including leases and contracts; and
  • Large scale municipal government operations in a Council/Manager context.


Up to $240,573 annually.  Salary commensurate with experience and qualifications. The City contributes 8.5% of salary into 457/401(a) plans with no matching required.  $5,220/annual car allowance and $1,440/annual cell phone allowance.

  • Ten years of progressively responsible administrative management experience, four years of which must have been in directing the operation and maintenance of a medium or large hub airport, complex public sector facilities or a public works department.
  • Bachelor’s degree is required, however a Master’s degree is preferred.
