The Aviation Department is an independent, financially self-sufficient department of the City of Phoenix.  The department is under the management of the Director of Aviation Services and three Assistant Aviation Directors.  The department currently operates three airports: Sky Harbor International Airport (PHX), which welcomed almost 47 million passengers in 2019, Deer Valley Airport (DVT), one of the busiest general aviation airports in the country, and Phoenix Goodyear Airport.

The City of Phoenix Aviation Department offers an exciting opportunity for Deputy Aviation Director leading the Design and Construction Services Division (DCS).  This position is responsible, through subordinate, senior-level managers, for planning, directing, and executing the department’s Capital Improvement Program at the three airports.  This high-level position requires excellent leadership, communication, and organization skills, including the ability to excel in a fast-paced, dynamic, and robust business environment.

The Deputy Aviation Director – Design and Construction Services reports directly to an Assistant Aviation Director.  Oversight includes an organization structure of four direct reports responsible for the Capital Improvement Management Section, Job Order Contract Section, Tenant Improvement Section, Inspection Section, Project Controls, and Administration Section.  The division is made up of approximately 55 professional staff, which includes both city employees and embedded consultant employees. Work hours are 8:00 a.m. to 5:00 p.m. Monday through Friday at Phoenix Sky Harbor International Airport.

Key Responsibilities

The Deputy Aviation Director will lead the department to ensure that all new aviation facilities meet the expectations of our business partners and airport users. The successful candidate will:

  • Lead a large professional team of architects, engineers, project managers, construction managers, and inspectors to help determine the three airports development and capital-improvement needs and deliver them in a timely, cost-effective, and environmentally responsible manner.
  • Make personnel decisions and personnel assignments.
  • Possess strengths as a negotiator and consensus-builder.
  • Make policy, process, and project decisions on the expenditure of funds, development of project schedules, and resolution of project claims.
  • Author administrative reports, council reports, and project-status reports, and make presentations as required.
  • Conduct project briefings with Aviation executives, the Phoenix Aviation Advisory Board, Mayor/City Council, City management, and the public.
  • Provide professional, technical assistance and guidance to Aviation executives on the department Capital Improvement Program (CIP); provide expertise and recommendations to Aviation management regarding design and construction issues; advise, guide, and mentor subordinate staff concerning project management issues and processes.
  • Commit to the highest standards of ethical business conduct.
  • Meet with and present to numerous external entities (consultants, contractors, and industry groups) who desire to do business with the City and inform them of upcoming opportunities. Encourage participation from small businesses and disadvantaged business enterprises.

IDEAL CANDIDATE

The ideal candidate will possess significant Capital Improvement Program project-management experience and excel in providing leadership to dynamic, complex, and multi-discipline CIP projects.  The candidate must also have a unique blend of people skills and the proven ability to move swiftly to resolution in a fast-paced and complex environment. SALARY

Up to $138,632 annually (effective July 12, 2021). Salary commensurate with experience and qualifications. The City contributes 8.5% of salary into 457/401(a) plans with no matching required. $3,360/annual car allowance and $1,440/annual cell phone allowance.

MINIMUM QUALIFICATIONS

  • Five years of responsible experience in airport management, planning and development, or public accounting, three of which must have been in a position supervising professional level staff.
  • A bachelor’s degree in airport management, planning and development public accounting, architecture, engineering or construction management.
  • An equivalent combination of related experience and education may be considered.

PREFERRED QUALIFICATIONS – The minimum qualifications listed above, plus:

  • 10 years of senior management or supervisory experience in capital improvement programs, design, and construction projects, including experience in the planning and development phases.
  • Professional registration as an architect or engineer. Consideration may be granted for other acceptable professional certifications related to capital-improvement project management.
  • Experience managing aviation capital-improvement programs and individual projects.
  • Experience working on special projects with extensive community involvement that cross department or public agency lines, and/or involve regional initiatives or partnerships.
  • Experience working with executives, elected officials, and community groups.
