Airport Administration Manager

This position is a member of the Palm Springs International Airport and is responsible for planning, managing, coordinating, and overseeing the activities and administration of property management and lease compliance functions; administering and retaining departmental records and data; enforcing lease terms and conditions; coordinating leases with tenants; performing records management administration; coordinating airport grants and Capital Improvement Plans; coordinating the Airport’s budget processes; and providing highly responsible and complex administrative support.

Examples of Essential and General Responsibilities

Essential and other important responsibilities and duties may include, but are not limited to, the following:
Participate in the development and implementation of budgetary goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
Coordinate and administer airport property management functions including lease and operating agreements.
Assist in developing leasing programs for tenants and concessionaires; assist in timely collection of rentals, permits, lease, and utility accounts.
Provide information to promote the development and use of airport facilities.
Respond to and resolve complaints and inquiries from airport tenants, concessionaires, departments, and the general public; explain departmental rules and regulations as appropriate.
Coordinate and maintain compliance of regulations with FAA grant assurance programs including Disadvantaged Enterprise Programs (DBE) and American with Disabilities Act (ADA) requirements; develop clear and concise reports to appropriate agencies.
Coordinate the Airport’s Capital Improvement Plan.
Assist in negotiation of leases, real property acquisition, contracts, and concession agreements; assist in the preparation of appropriate lease, contract, and concession agreement documents; monitor for compliance with terms and conditions; monitor insurance requirements.
Coordinate tenant occupancy and tenant improvements to determine appropriateness of changes and coordinate review of tenant improvements with other airport management.
Develop and maintain files of agreements, track insurance data, surety bonds, leases and permits, tenant correspondence, and other records as required.
Provide information to airport administration including statistical and historical data, economic and financial data, lease agreements, rate structures, concession program data and related information on support systems, equipment and facilities.
Participate in developing and managing the Airport’s annual budget.
Collect, compile, analyze and prepare airline activity reports, passenger facility charges, customer facility charges, rental car activity reports, and airline rates and charges.
Maintain fixed asset records; inventory fixed assets to assure proper controls and records.
Assist in developing requests for proposals for contracts for services and concessions; analyze proposals and make recommendations for award.
Administer the advertising concession contract to include the review of the installation of new advertising and maintenance of existing advertising displays.
Prepare and present a variety of staff, Airport Commission and City Council reports.
Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies.
Coordinate with administrative support staff to include problem solving, project planning, and day-to-day office coordination.
Provide responsible staff assistance to the Director of Aviation.
Perform related duties and responsibilities as required.

Minimum and Preferred Requirements

Minimum requirements must be clearly demonstrated on the application to be considered, however, meeting the minimum requirements does not guarantee an invitation to compete further in the selection process. Experience requirements must be demonstrated in the “Work Experience” section of the application, other sections of the application will not be used to determine experience qualifications. (One year of work experience is the equivalent of 12 months of full-time work. “Full-time work” means at least 36 hours of work over a period of one week or 1,872 hours of work over a period of at least 12 months.) Qualifications noted as “desirable” or “preferred” are not included as part of the minimum requirements

 

Experience

Five (5) years of increasing responsible experience in the field of airport administration including two (2) years of administrative and supervisory responsibility is required.
Short and long term capital and operating budget project management experience in a public sector agency, aviation, or similar environment is preferred. (Public sector agency includes Federal, State, County, City Government, Law Enforcement, or other government agency.)

Training

A Bachelors degree from an accredited college or university with major course work in finance administration, accounting, business administration, public administration, or a related field, or any combination of education that provides equivalent knowledge, skills, and abilities is required.
Training on Federal, State, local laws, and regulations as they relate to the construction of airport facilities is preferred.

In addition to the above, the ideal candidate will possess strong knowledge of the principles, practices, and strategies of governmental and aviation administration and possess the following:
Accounting expertise in preparation of annual budgets, financial reports and statements, and maintaining fixed assets controls and records.
Expertise in compliance with Federal and State grants.
Knowledge of generally accepted contracting principles and practices, aviation tenant leases, and property acquisition.

License or Certificates:Possession of, or ability to obtain, an Airport Security Identification Display Area (SIDA) Badge, which is approved through the Federal Transportation Security Administration (TSA) is required.
