The purpose of the HOU Airport Operations Center is to centralize activities and focus on the end-to-end business processes of the airport which creates operational efficiencies, eliminates duplication of efforts, monitors critical and non-critical systems, supports customer, tenants and stakeholder’s interests, and provides critical information to improve resiliency during irregular and emergency events.
The purpose of this position is to operate communications equipment to receive and process airport emergency and non-emergency calls for assistance. The candidate selected will be responsible for informing and dispatching the appropriate personnel for repairs or services to include building repairs, airfield and utility assets. Will review and update daily flight data, aircraft gate and baggage carousel assignments and schedule changes; receives and directs public distress calls for lost and locked vehicles, tows, stuck elevators and maintenance calls for airport injuries. Provides airport information and instructions to customers and airport tenants via the airport telephone, radio, public address, TTY/TDD, and emergency notification systems; utilizes the computer aided dispatch (C.A.D.) system to perform communications functions, field personnel management, and maintain a log of incidents and emergencies; utilizes handheld radio and dispatch console to dispatch personnel to calls for service; monitors incidents in airport buildings and grounds via CCTV cameras.

The Senior Airport Communications Operator provides information to appropriate personnel regarding public safety incidents and airport emergencies. May maintain and enter domestic and international airline schedules into information display system.  Monitors the access control system to ensure that no unauthorized access is made to Aircraft Operating Areas (AOA), sterile, and other security areas. Will act as a lead and be responsible for a team on airport communications operators as needed. Also responsible for training the operators on routine functions within the communications center; provides relief and support to the operators by assisting them with any resolving problems with equipment.  Maintains accurate records for work to be done, work in progress and work completed; communicates tactfully and effectively with the public, airport tenants, contractors, supervisors and other employees.  Performs other duties or be “on call” during emergencies as required and any other duties as assigned. Must be willing and available to work all shifts, including rotation, weekends and holidays. Updates maintenance tracking system and any other duties as assigned. Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.

The essential job duties and responsibilities of the Senior Airport Communication Operator includes but limited to:
• Handles most serious requests and emergencies.  Functions as a lead during emergency
• Trains telecommunicators on routine functions in communications center. Provides relief and
assists telecommunicator in resolving problems with equipment.
• Operates the airport telephone exchange system to provide customers information on airline
arrivals and/or departures, traffic, parking, service complaints, lost luggage/passengers,
directions and emergencies. Maintains daily log of calls.
• Receives and directs public distress calls for lost and locked vehicles, tows, stuck elevators
and maintenance calls for airport injuries, parking meters, ticket spitters, traffic signs and traffic
and weather conditions.
• Broadcasts information to appropriate airport/tenant personnel on aircraft emergencies, bomb
threats, hazardous conditions and major natural disasters. May provide prearrival instructions to
callers. Maintains a log of emergency activity during shift.
• Enters domestic and international airline schedules into information display system. Reviews
and updates daily flight data, aircraft gate and baggage carousal assignments and schedule
• Monitors access control systems to ensure no unauthorized access to Aircraft Operating Areas
(AOA) and other security areas by the public, employees or tenants of the airport. Notifies
appropriate authorities of civil defense alerts.
• Relays information and calls to appropriate personnel for repair service regarding
malfunctioning access card readers, broken access gates, building and street lighting, pipes,
toilets and sinks. Updates maintenance tracking system.
• Tests and initiates work order for repair of communication and alarm equipment and back up
systems to ensure serviceability.
• Ensures field reports concerning emergency activity are routed to appropriate personnel.

The position occasionally requires stooping or bending.  Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements. This job requires the ability to stand for extended periods of time on a hard-surfaced floor.

Requires a high school diploma or a GED.

Two years of experience in a major airport terminal handling a variety of communication activities or in a related major facility handling a variety of communications equipment are required.

Preference will be given to applicants with prior experience in a medium to high volume dispatch, communications, or call center preferred. CCTV experience a plus. The ability to monitor multiple screens is highly desirable. A certification in one of the following areas of expertise preferred, NIMS IS-100, NIMS IS-200, TCLEOSE or TCOLE Certification, A.A.A.E ACE Certification. Proficient in MS Outlook preferred. MS Office Suite a plus.
