DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The purpose of this position is to lead the comprehensive Emergency Management Program at George Bush Intercontinental Airport (IAH) in collaboration with federal, state, and local partners. This position will ensure the airport can effectively respond to emergency events by coordinating the review of multi-agency/multi-jurisdictional plans and procedures and demonstrating their effectiveness through regular exercises using the HSEEP model. This position will also manage the Airport Emergency Operations Center (AEOC) ensuring a constant state of readiness; conduct training and ensure compliance with NIMS-ICS; act as the senior business unit representative in the absence of the Division Manager; facilitate after-action-reviews and develop a multi-year training and exercise plan. This position is also required to make presentations to other agencies, management, inter-agency working groups, employee groups, or members of the public. “Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.”
The Administration Manager duties include but are not limited to:Manages major departmental function; establishes goals and evaluates section performance, develops and evaluates subordinates, develops and manages budget.
Directs and reviews the development, implementation and maintenance of specific department projects and/or policies.
May manage department financial operations, including budget planning, revision, integration and oversight, project cost analysis, expenditure control and accounting procedures.
Coordinates special projects, including planning, research, presentations, promotions and evaluation.
May direct and review vendor monitoring and evaluation.
Directs staff services, including personnel, purchasing and public relations.
Interviews job applicants and oversees department payroll/personnel procedures for assigned department; maintains department personnel and attendance records.
Investigates special problems encountered by employees; responds to calls from the general public that extend beyond the normal scope of subordinates.
Provides leadership, guidance, training and advice to subordinates.
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. May require being outside in an emergency response situation with different types of weather conditions and walking for long periods. Must be willing and available to work all shifts, including rotation, weekends and holidays.
EDUCATIONAL REQUIREMENTSRequires a Bachelor’s degree in Business Administration, Accounting, Political Science, Psychology or a closely related field.
EXPERIENCE REQUIREMENTSSix years of pertinent, progressive professional experience in personnel, administration, accounting or a closely related field are required.
A Master’s degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
Preference will be given to applicants who have an Associate Emergency Manager (AEM), Certified Emergency Manager (CEM) or Master Exercise Practitioner (MEP) Certification.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Pay Grade 26
Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.
