POSITION DESCRIPTION

The City of Fresno Airports Department invites interested persons to apply for the position of Airports Safety Management Systems Manager (Airports SMS Manager) to implement and manage the Safety Management Systems program in compliance with Federal rules and regulations for the Fresno Yosemite International Airport (FAT) and the Fresno Chandler Executive Airport (FCH).

The Airports SMS Manager is responsible for the overall implementation and management of the Safety Management System in compliance with Federal rules and regulations. Within guidelines set by the Director of Aviation and regulatory authorities/governing bodies, the incumbent plans and coordinates with all Airport divisions and tenants the details of the Airport SMS. In addition, this position is responsible for other aviation safety-related projects or programs as assigned. This is an unclassified position in which the incumbent serves at the will of the Director of Aviation.

Other essential duties include:

–        Managing relationships with representatives from all operational departments, regulatory authorities/governing bodies (FAA, NTSB, ICAO, TSA, CBP, etc.) regarding the development and management of the Fresno Airports SMS.

–        Develops, implements and manages the Department Safety Management System in compliance with Federal rules and regulations; utilizes risk assessments and data analysis to identify the effectiveness of the program.

–        Serves as a resource and maintains working relationships with all operational departments, regulatory authorities/governing bodies, regarding the Safety Management System.

–        Conducts research and performs analysis of hazards; develops policies and procedures in support of the Safety Management System.

–        Develops recommendations based upon data collected and findings; including experience, trends and statistics of similar facilities; audits the plan to ensure its effectiveness; and reviews and updates the Safety Management System regularly.

–        Tracks the implementation of safety recommendations following safety inspections, accidents or other means of hazard or risk identification; ensures corrective actions are enacted and deficiencies are minimized and corrected.

–        Conducts investigations into safety related aspects of department operations to determine contributing factors and root causes as well as implementing measures that would prevent similar events from occurring.

–        Facilitates and conducts Safety Risk Assessments (SRA) of department construction projects, special events, and operational policy and procedure changes.

–        Prepares monthly activity reports for the Department Director on the status of the Safety Management System; documents the outcome of accident investigations and safety inspections; recaps the safety training provided; and provides recommendations to improve facility safety.

–        Develops and provides safety and Safety Management System training to employees and others; and conducts training needs analysis.

–        Develops, justifies and administers the budget for this program.

–        Plans, coordinates, supervises, trains, and evaluates the performance of assigned staff.

PAY, BENEFITS & WORK SCHEDULE

The City offers an attractive and competitive salary and benefits package. The salary for the Airports SMS Manager is dependent upon qualifications. The current annual salary range is $100,440 up to $122,364. The employee benefits package, as noted below, is subject to change and includes:

-Retirement: Fresno City Retirement System; reciprocity with other public California systems. The City’s pension funds are among the best funded public systems in California. The City does not participate in Social Security.

-Health Insurance: City contributes toward the currently monthly premium for medical, dental, and vision for employee and dependents.

-Flexible Spending Account: IRS 125 Plan for health/dependent care.

-Auto Allowance: $300 per month.

-Deferred Compensation: 457 plan available.

-Management Leave: 60 hours per fiscal year.

-Annual Leave: 20 days per year of annual leave with cash out provision upon separation from the City.

-Holidays: Ten (10) City-observed holidays annual, plus birthday and two (2) personal days per year.

-Life Insurance: Equal to annual salary; premium paid by City.

-Long-Term Disability: City pays premium for 66.66% of monthly salary up to $7,500 per month after 30 days.

-DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years.  Participation minimum is age 50 and vested.  Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

THE REQUIREMENTS

Candidates for this position will demonstrate knowledge of day-to-day airport operations with a thorough understanding of airport standards and regulatory authorities/governing bodies. A background that includes a Bachelor’s Degree in Aviation or other Safety Management related field,

-AND-

Four (4) years of experience in Airport safety and compliance or related paid work experience which demonstrates a thorough understanding of the aviation industry and safety and rules and regulations is required.

This position also requires the possession of a valid California Driver’s License. Candidates considered for hire must provide proof of a valid driver’s license and current copy of their driving record.

The successful candidate must satisfactorily complete a back-ground review of employment and criminal history covering the past ten years as mandated by Federal Aviation Regulation Part 107.31 for issuance of the required Airport Security Badge.

The Airports Department is charged with the development, maintenance and operation of two airports: Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH). FAT is a joint civil/military airport that serves as the region’s primary airport for a six-county area in the Central San Joaquin Valley. FAT provides fourteen (14) non-stop destinations by nine (9) commercial airlines: Aha, Allegiant Air, American, Alaska Air, Delta, Southwest United, and international carriers Volaris and AeroMexico. FAT’s category III landing system is one of the most sophisticated in the United States. FCH serves the area’s general aviation community and is designated by the Federal Aviation Administration as a B-1 facility serving as a ‘reliever airport’ by providing general aviation access to lessen airspace congestion at FAT. These airports are vital components in both the nation’s air transportation infrastructure and the community’s economic growth. The Department is dedicated to maintaining a high level of customer satisfaction by aggressively maintaining air service, enhancing its facilities and keeping its cost structure to the airlines competitive with other airports of similar size. FCH is embarking on a multi-year facility improvement program.

The Department has a staff of 150 employees with an FY23 Operating and Capital budget of $160,919,401; with a projected 2.2 million passengers expected to utilize the commercial airport.
