General Description and Classification Standards

This position will report to the Deputy General Manager, Planning & Development and work within the Department’s Executive Office to supervise a team of staff responsible for managing internal Department functions including but not limited to communications, organizational analysis, performance management, external partnerships, and other special projects in partnership with the Deputy General Manager’s Office. Program Management Officer (PMO) not only serves as an internal support function, but also a critical thought partner for the Department. This position will build strong partnerships within the Department to help foster a collaborative environment for both staff and the leadership team. Similarly, the Program Management Officer will be positioned to develop strong working relationships with sister Departments, and our external partners to help ensure the Department runs efficiently and effectively delivers the best possible outcomes for the Department of Aviation.

Supervision Received

Direction received is very general and focuses on end results and is typically collaborative in nature. Position plans own work and project schedules and sequences.

Essential Duties & Responsibilities

Provide coaching and professional development opportunities for Special Projects to ensure a high performing team that is consistently delivering the best results for the Department and coordinates key communications. Communications including identifying media exposure opportunities, creation of marketing materials, as well as internal & external communication tools to increase overall awareness.  Ensure that the Department is able to maximize the value of our assets and programs. Overseeing the monitoring and maintenance of Department facilities. Ensure preventative maintenance is conducted routinely and provide reporting. Monitoring programs, including implementing systems to track obligations and negotiated terms to ensure vendors are fulfilling contractual requirements, and delivering the intended outcomes. Use data-driven analysis to proactively identify opportunities for operational improvement. Oversee the Department’s performance management program.  Monitor, direct, or personally perform special projects as assigned by Deputy General Manager. Project management responsibilities include creating detailed project plans to ensure timely implementation of initiatives and special events, leading project meetings or facilitating project team interactions including managing scope, deadlines, and project budgets to ensure on-time delivery of solutions. Develop effective tools to monitor and communicate progress of projects including training manuals, policy and procedure manuals, flow charts, implementation plans with milestones and concrete targets, and progress dashboards. Produce clear, concise and consistent deliverables to communicate problems and recommendations with attention to presentation and potential audiences.

Minimum Qualifications

Seeking an experienced project manager with a background in communications, consulting, and project management to oversee the Department’s Special Projects and Executive Administrative team. The ideal candidate is ready to work in a high-energy, openly collaborative work environment; have a history of demonstrable success in team and project management, and have demonstrated experience with analytic, strategic and interpersonal skills. Bachelor’s degree required. Degree in Business/Public Administration, Finance, Public Policy, or other related field preferred. 5-7 years of project management, operations or consulting experience; experience in management, strategy or operational consulting preferred but not required; Demonstrated experience in communications, marketing, and special events; Experience managing a team; preferably with hands-on experience working on developing staff and providing professional development opportunities; Experience delivering projects on time and within budget; Ability to effectively build relationships, communicate and interact with elected officials, management, employees, members of the general public and all other groups involved in the activities of the Department of Aviation as they relate to the Department. Strong communication skills and the ability to assemble information, including written reports and documents, in a concise, clear, and effective manner. Exceptional problem-solving skills and the ability to make decisions under pressure; Strong attention to detail; Enterprising, resourceful results-oriented approach to work; and Ability to prioritize among competing needs and opportunities and manage multiple projects or work streams at the same time.

Preferred Qualifications:

Master’s degree in Business/Public Administration, Finance, Public Policy, or other related field 5-7 or more years of project management, operations or consulting experience; experience in management, facility management, strategy or operational consulting preferred but not required.
