General Description and Classification Standards

The Senior Airport Deputy General Manager and Chief Technology Officer (CTO) reporting to the Airport General Manager, will oversee the status of Department activities and advise the Airport General Manager. The Senior Airport Deputy General Manager will assume internal and external information technology for Hartsfield-Jackson Atlanta International Airport (ATL)m Department of Aviation. In addition, the CTO aligns business strategy with technology to provide innovative solutions driven by the overall experience of ATL employees, customers, stakeholders, and operations. The CTO will oversee and manage the day-to-day performance and operations of ATL’s applications, business support, consumer products, cyber security, internal customer service desktop support, information systems, and technology infrastructure.

 

The CTO is responsible for direct engagement and collaboration with the Chief Information Officer (CIO) of the City of Atlanta.

 

Supervision

This role has three direct reports – Airport Assistant General Manager, Cyber Security; Airport Assistant General Manager, Technology Infrastructure; and Airport Assistant General Manager, Applications and Products.  Each with an organizational structure to support the function.

 

Essential Duties & Responsibilities

Directs operations, development, and maintenance of all Airport-related IT functions.

 

Develops IT strategic plan and strategy to support the administrative, commercial,

finance, operations, infrastructure, and technology divisions at the Airport that aligns with the business priorities of the city.

 

Leads strategic technological planning to achieve business goals by managing technology demand and coordinating the evaluation, deployment, and management of current and future technologies.

 

Oversees the needs analysis, acquisition, and maintenance for all IT software and equipment, including an enterprise approach of reviewing hardware/software acquisitions and maintenance contracts to pursue enterprise agreements to capitalize on economies of scale.

 

Measures, reports, and progressively improves on all the Airport IT Infrastructure & Operations performance metrics to include system availability, system performance, customer service quality, and application quality.

 

Ensures the long-term reliability & performance of all technology within the Airport including all data centers, server/storage infrastructure, client device infrastructure, network infrastructure, and telecommunications.

Develops business case justifications and cost/benefit analyses for technology expenditures and initiatives.

 

Directs engagement with Airport-impacted stakeholders, operators, concessionaires, contractors, and airline partners. Provides overall direction to the information technology efforts for all IT Airport planning and operations.

 

Selects, develops, and manages senior-level IT leadership for the Airport, assuring a succession plan to develop future leaders.

 

Directs oversight of the technology budget while providing recommendations to peer business units on options for technical programs, products, and services.

 

Conducts research to remain up-to-date and knowledgeable regarding industry trends and emerging technologies in anticipation of new business processes and system alterations.

 

Analyzes and improves technology standards, in collaboration with the department of Atlanta Information Management (AIM) and the Chief Information Officer, across the organization to maintain a technological and competitive edge within the market.

 

Preferred Knowledge, Skills & Abilities

Thorough knowledge of current information technology environment, best-in-breed architectures, technology, and organizations.

 

Exceptional leadership, management, and strategic planning skills.

 

In-depth understanding of the needs and limitations of senior leadership within a public-facing enterprise.

 

Advanced knowledge of multiple IT control and project management practices and experience working across large infrastructure environments.

 

Expertise in application and infrastructure high-availability and resiliency architectures with demonstrated ability to analyze projects, assess technical risk, and communicate the impact to the business.
