SUMMARY

Under general direction from the Assistant Aviation Director for Business and Revenue, manages and ensures effective business dealings and relationships with airline tenants and other related businesses servicing Charlotte Douglas International Airport.  Drives Airport revenue through traditional leasing of terminal and airfield facilities.  Confers with and acts as department liaison with current and prospective airline tenants regarding leasing of Airport facilities.  Acts to stimulate interest in leasing space or property and in the development and use of the Airport facilities.  Duties involve extensive contact with external and internal customers.

DUTIES AND RESPONSIBILITIES

1. Manages the day-to-day relationship between the Airport and the tenant airlines and other specified airline related businesses, maintaining good communications, assisting in problem resolution and identifying solutions.
2. Interacts with airlines and related businesses regarding lease/license and operating agreements. Provides interpretation of lease provisions and requirements contained in operating agreements and other business arrangements that have a significant impact on the Airport’s financial standing, day-to-day operations and future planning and development.
3. Advises on matters related to the airline business relationship, including potential changes in the Airport Use and Lease Agreement as well as any other leases and agreements for Airport space.  The Airport Use and Lease Agreement is the governing document between the airlines and airport.
4. Administers the Majority-In-Interest procedures set forth in the Airport Use and Lease Agreement to ensure that capital projects are vetted and approved by the Airport’s signatory airline partners.  This process requires close collaboration with Airport’s Executive Leadership Team and the Finance, Planning and Development divisions.
5. Researches terms/provisions of existing lease/use agreements, reviewing changes in regulations, codes and other programs and reading trade and government publications that focus on airline/Airport affairs and issues and directives
6. Manages the Airport’s agreement with Wilson Air which operates the Airport’s general aviation facilities including the terminal, charter terminal, hangars and fueling facilities.  Responsibilities will include development, approval, and oversight of  Wilson Air’s budget of approximately $16.2 million dollars annually, review of fees and charges assessed to general aviation tenants and other daily operational matters.
7. Manages the day-to-day relationship between the Airport and the Charlotte Fuel Consortium including, without limitation, negotiation of capital improvements and the implementation of periodic rent adjustments.  In addition, oversees financial activities related to the Fuel Consortium, which generates approximately $1.6 million dollars annually.
8. Oversees the Airport’s Airline Affairs team to ensure that all assigned duties are completed timely and comprehensively.  Responsible for performance management and development plans of the team members.
9. Reviews, recommends and implements standard procedures, practices and control techniques for all areas of responsibility.
10. Supervises and conducts regular inspections of public areas and leaseholds of all areas.
11. Partners with Airport Finance to review budget related issues (i.e., research any variances discovered, aid with billing issues related to Airport and airline rates and charges) and manage the establishment, implementation and reconciliation of the Airport’s rates and charges framework.
12. Drafts, contract amendments and correspondence.  Works closely with Airport legal on various issues.  Monitors and recommends approval, denial or discontinuance of facility usage; ensure authorized use of leased premises and monitors use; receives, investigates and resolves tenant inquiry requests, complaints and/or performance deficiencies.
13. Establish and maintain effective relationships with City officials, employees, contractors and deals tactfully and courteously with members of the general public.  Directs and communicates with staff.  Responds to staff members to include brainstorming, clarification/interpretation and discussions pertaining to objectives.
14. Conducts research for prospective airlines.  Compiles proposals, data and information required for operational analysis on behalf of the airline.
15. Ensures all airline agreements are properly documented in PROPworks.  Utilizes PROPworks to monitor airline aging reports.  Pursues all monies due to Airport.
16. Recommends policy or strategy changes to achieve objectives.

KNOWLEDGE, SKILLS, AND ABILITIES

• Considerable knowledge of the principles and practices Airport, airline or aviation industry contract management, commercial management, revenue producing activities.
• Ability to discern and understand contract language and terms specific to the airline and/or aviation industry.
• Skills to use various productivity and software analysis tools such as Microsoft Word, Excel, internal software applications and the continual ability to acquire additional skills as the tools become enhanced and the ability to quickly learn and utilize the PROPworks program.
• Must possess strong organizational and leadership development skills.
• Ability to conduct market rate analysis, recommend rental rates, and negotiate property and commercial leases.
• Ability to analyze financial reports, discern trends, and apply analytical techniques.
• Ability to analyze problems, provide alternatives, identify solutions in support of established goals.
• Ability to prepare and present clear and concise reports, correspondence and other written materials.  Ability to express ideas effectively, both orally and in writing.
• Ability to identify and effectively respond to issues, concerns and needs.
• Demonstrated ability to serve on corporate level committees/work teams to make sound recommendations and establish collaborative relationships.
• Ability to plan, direct and supervise the work of subordinates in the development and coordination of revenue management and support services.
• Ability to formulate and evaluate programs and initiatives for revenue generating activities.
• Ability to manage a budget and allocate resources in a cost-effective manner.

MINIMUM QUALIFICATIONS

High School Graduation or equivalent and seven years relevant work experience

OR

Associate’s Degree and five years relevant work experience

OR

Bachelor’s level degree and three years relevant work experience

OR

Master’s level degree and one year relevant work experience
