Summary: 

The Joint Operations Center (JOC) Manager oversees the Joint Operations Center to promote situational awareness and facilitate collaborative decision making among all airport stakeholders and multiple agencies and jurisdictions at Charlotte Douglas International Airport.

This position manages the day-to-day operations of the Airport Operations Center, activates the Emergency Operations Center, and plans, monitors, and guides the coordination of joint response to operations, incidents and emergencies.  The JOC Manager supervises and directs the work of the Airport Operations Center Supervisors and Coordinators and oversees the development of staff.

Standard office hours apply Monday through Friday.  Subject to irregular hours, overtime, emergency calls back to work.

Major Duties and Responsibilities:

Activates the Airport Emergency Operations Center & coordinates with the Emergency Operations Manager
Plans / monitors / guides the coordination of the joint response
Oversees the JOC building needs / access / functionality & coordinates with tenants of the JOC
Facilitates and/or participates in any projects for the development of the JOC
Supervises & directs the work of the Airport Operations Center supervisors / coordinators
Oversees the development of staff to support their overall engagement / growth / goal achievement
Ensures all personnel have proper training & tools to efficiently perform their duties
Formulates comprehensive & concise instructions / procedures in both oral & written form
Create / update policies & procedures
Make recommendations for improvements in safety & efficiency
Ensures all standard operating procedures & responses are within federal / state / city compliance
Opens the Airport Emergency Operations Center (AEOC) as directed
Serves as liaison between the Airport Operations Center & the Emergency Operations Center
Ensures that response is in compliance with Airport Emergency Plan (AEP) and standard operating procedures
Follows the National Incident Command Systems (NIMS) protocols
Develops & manages section budget / resource requirements / purchasing
Leverages contract service providers to support operational goals / maintain desired service levels / takes action when needed

Knowledge, Skills & Abilities:

Incident Command System (ICS) certifications including at a minimum: ICS 100, 200, 700, 800
Knowledge of FARs Part 139 / associated Advisory Circulars / Aviation departmental rules & regulations / standard operating procedures
Knowledge of other applicable federal regulations including TSR Part 1542 & NIMS/ICS
Considerable knowledge of airport operations & telecommunications to include Computer Aided Dispatch (CAD) & radio systems
Communicate effectively orally & in writing
Efficiently manage multiple priorities & tasks
Skills to effectively lead & motivate a diverse staff
Ability to make comprehensive recommendations to resolve operational problems
Ability to establish & maintain effective working relationships with airline management / federal partners / co-workers / the public
Represent the airport in a positive and professional manner
Ability to demonstrate initiative / creativity / innovative thinking in a rapidly changing work environment
Valid driver’s license in state of residency
Ability to obtain & maintain a City Driving Permit
Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment

Preferred Qualifications:

Airline and/or Airport Operations experience
Emergency management operations, including but not limited to:Airport Operations Center
Emergency Operations Center
Communications Center
At least three years of direct supervisory experience
Experience in public safety telecommunications
Major course work in emergency management / aviation / transportation / business / public administration / related field
AAAE C.M., A.C.E.-Operations, or A.A.E.

Minimum Qualifications:

Associate’s degree with seven (7) years of relevant work experience; or a Bachelor’s degree with five (5) years of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties
