SUMMARY:

Under the direction and guidance of the Chief Executive Officer (CEO), serves as the top financial executive for the CCAA.  Directs a full range of financial functions and services to the organization including financial management analysis, investments, strategy, budgeting, accounting, and monthly reconciliation.  The position is responsible for ensuring that the objectives of the Finance, Information Technology, Property Management, Procurement, and Human Resources functions are maintained.  Supervises managers in the Administration Department as assigned.

DUTIES AND RESPONSIBILITIES:

  1. Responsible for ensuring that the Authority’s annual budget is prepared and submitted to the Authority Board for approval each year.
  2. Coordinates budget activities, develops procedures, sets budget calendar, and presents budget recommendations to the Authority Board.
  3. Coordinates the preparation of an Airport Capital Improvements Budget.
  4. Responsible for the preparation of a Multi-Year Financial Plan.
  5. Directs and coordinates daily operations of accounts receivable/payable, inventory, budget, grants, payroll, procurement, purchasing, I.T. and human resources functions.
  6. Have a thorough knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) pronouncements and reporting standards.
  7. Ability to plan, set goals, communicate effectively with staff, stakeholders, and Board members.
  8. Responsible for making recommendations to the CEO for the management of the Authority’s Airport Revenue Bond and other capital financing programs including new money issuance, debt refunding, lines of credit and the like.
  9. Ability to prepare and present accurate and reliable reports containing findings and recommendations.
  10. Ensures optimum return on Airport Authority funds. Interacts on a regular basis with the appropriate investment advisors. Decides placement of funds in accordance with Airport Authority investment policy. Involves occasional traveling to meet with investment advisors.
  11. Directs the Finance, IT, Property Management, Procurement, and Human Resources Departments to formulate and implement policies and procedures. Oversees the compliance with these policies and procedures by management and other employees.
  12. Prepares department long and short-term goals and objectives and develops and recommends policies and resolutions for CCAA approval.
  13. Directs, supervises, delegates, hires, counsels, recommends separation, and conducts performance evaluations for Finance and Administration personnel.
  14. Oversees staff’s activities ensuring compliance with all Airport policies, laws, TSA, FDOT and FAA regulations.
  15. Tracks, transfers, and reconciles pooled funds as stipulated by bond resolutions and Airline Use Agreements.
  16. Interprets and administers financial components of Airline Use and Rental Car Agreements and other revenue producing contracts and agreements.  Insures proper debt management and debt service coverage.  Prepares ongoing cash flow analysis and forecasts.
  17. Coordinates annual Authority audit by compiling requested information, producing reports, and responding to auditors’ inquiries, collating the final audit information into document form, and completing government required audit report.  Implements any changes recommended by auditors and accepted by the Authority.
  18. Administers federal and state grants.  Meets and corresponds with federal, state, and local government representatives.  Reviews requests for funds and ensures proper project accounting for financial compliance to grant requirements and close-out at grant termination.
  19. Approves all invoices and payrolls for payment.  Reviews and authorizes payments to contractors.  Develops and implements internal controls for Airport property, cash, and equipment.
  20. Provides supervision to the Purchasing Department through coordination of bids, proposals, and contract negotiations.
  21. Advises the CEO on Finance, Human Resources, Purchasing, Procurement, I.T. and other relative department matters under the leadership of the CFO.
  22. Prepares reports and documents related to bonds and contractual obligations and transmits these to the board and/or other agencies.
  23. Performs special projects as assigned by the CEO.
  24. Represents the Airport Authority at public meetings when issues relate to area of expertise or as directed by the CEO.
  25. Performs other related duties as required.

MINIMUM JOB REQUIREMENTS:

Certified Public Accountant (CPA) or Master’s Degree in Business Administration (MBA); at least ten (10) years of experience in airport or government finance and management; knowledge of budget preparation, financial management and accounting, contract and lease negotiation and agreements, procurement, information technology, human resources, business planning and investment practices; or an equivalent combination of related education and experience.  American Association of Airport Executives accreditation (A.A.E.) preferred.

WORKING CONDITIONS AND PHYSICAL EFFORT:

  • Good visual acuity to work inside under artificial lighting
  • Able to sit for most of the day

Starting Pay Range:  $93,600 – $119,340 annually
