GENERAL SUMMARY

Under the general supervison of the President & CEO, the Vice President & CFO is responsible for the execution and management of all financial activities for the Capital Region Airport Authority, owner and operator of the Capital Region International Airport (LAN) and Mason Jewett Field (TEW).

 

ESSENTIAL FUNCTIONS:

·  Plan, implement and direct all financial functions for the Airport Authority.

·  Through subordinate personnel, oversee the accounting and properties administration functions for the Airport Authority.

·  Recommend and coordinate the sale and issuance of bonds and other debt financing.

·  Facilitate and implement the annual budget planning process.  Routinely monitor the annual budget and prepare/provide reports for monthly Airport Authority Board meetings.

·  Plan and administer all fiscal programs including budget preparation, Federal, State and local funding programs, Passenger and Customer Facility Charge programs, financial reporting and investments.

·  Manage financial aspects of Federal and State grants; audit consultant/contractor payments on grant funded projects and request reimbursements from the FAA and MDOT as appropriate.

·  Prepare, plan, coordinate and communicate directly with independent auditing firms for the Airport Authority annual audit.

·  Develop airline rate setting methodology and implement/monitor overall Airport Authority rates and charges financial models.

·  Monitor the financial elements of leases, contracts, permits and agreements.
·  Work with airlines, airport tenants, FAA and state officials concerning Airport Authority administration, financial operations and related matters.

·  Oversee the Airport Authority’s purchasing and procurement processes.

·  Oversee the Airport Authority’s risk management program.

·  Oversee Airport Authority’s financial management system/software.

·  Coordinate the development and implementation of general administrative policies and procedures.

·  Develop and implement programs to achieve operational excellence and high customer satisfaction at Authority-owned facilities.  Communicate needs, successes and concerns to Airport Authority Leadership team.  Serves on cross-functional Airport Authority teams.

·  Serve as an advisor to the President & CEO to ensure long-term financial vitality of the Airport Authority.

 

Minimum Qualifications:

Bachelor’s Degree from an accredited university with major course work in accounting, finance or business administration required.
Certified Public Accountant (CPA) preferred.
AAAE Certified Member (CM) or Accredited Airport Executive (AAE) preferred.
Six (6) years of progressively responsible experience in finance, accounting and/or auditing required.
Compensation:

Vice President & CFO is an exempt position with a pay range between $92,000 – $115,000 annually with a comprehensive benefit package offering:
