Responsible to direct, lead, and development the managerial and supervisory staff at the airport.
Administers airport operations by implementing the decisions, determinations and policies of FAA, TSA, EPA, and other federal regulatory agencies for the safety and security of a public-use air-carrier airport.
Prepares, with assistance of staff members, and submits annual budget, administers budget upon approval, including monitoring revenue and expenditure activities, payroll, and preparation and maintenance of financial records and documents.
Oversees multi-year financial planning and projections for the airport and undertakes efforts to insure revenue streams are diversified and protected.
Supervises and directs all airport and FBO/Ground Handling personnel delegating daily management responsibilities to supervisory staff; serves as final Airport authority in hiring, promotion and termination of employees.
Ensures that City personnel rules, regulations, practices, and labor contracts are uniformly and fairly applied.
Ensures employee training and development is a priority and is completed in a timely manner
Ensures that all divisions within the airport are communicating in an effective and cohesive manner to ensure efficient operations
Establish strong business relationships and partnerships are formed and maintained in order to ensure the airport is attracting domestic and transit traffic.
Provide the leadership necessary to gain federal, state and local grants to ensure operational readiness of the airport; Works with Consultant to develop and submit applications for federal aid and certification to appropriate government officials.
Handles information requests/complaints from the public; explains departmental and City policies to the public; ensures that public service and effective
communication with the public is a priority of the department.
Oversees Airport Capital Improvement Programs as well as development and maintenance of Airport infrastructure. Plans and implements building and airfield maintenance programs to ensure accessibility and safety of incoming and departing air traffic and the public.
Actively solicits and negotiates vendor contracts, lease agreements, and renewals; administers contractual provisions and regulations to maximize revenues.
Maintains regular communication with departmental professional and non-professional staff regarding City-wide and departmental activities; offers technical assistance and advice to staff as needed. Participates with other department heads and City Manager in team management activities and maintains a sound and productive working relationship with other City departments.
Attends City Council Airport Committee and full City Council meetings; prepares agenda items and informational reports as required; develops and presents policy and operational recommendations to the City Manager/City Council.
Provides technical advice and economic development assistance aimed at attracting aviation related businesses and developing airport owned land with other governmental organizations involved in economic development, private industry, and community and civic groups; insures that these efforts are closely coordinated with other City efforts.
Represents airport before various civic organizations and community groups, industry associations, clients, tenants and stakeholders; prepares public statements and media releases serving as airport spokesperson.
Participates in City-wide comprehensive and strategic planning as a member of the City’s overall management team, especially in regard to those elements directly related to the plans and functions of the Department.
Continuously reviews on-going departmental operations and activities in order to identify areas where service improvements can be made or where cost efficiencies can be realized.
Responds to airport emergencies and aircraft diversions on a 24-hour basis. Leads Airport response and coordinates with other responding agencies.
Performs related duties as assigned.
I. JOB REQUIREMENTS
A BA/BS degree in Business or Public Administration, Airport Management, Aviation Science or related experience and knowledge in airport management, operations and maintenance, including broad knowledge of federal, state and local laws, rules and regulations governing the operations of airports.
Ability to analyze and interpret a wide variety of data and information, drawing appropriate inferences and conclusions.
Ability to direct operations and personnel consistent with federal regulations and City policies and procedures.
Ability to express thoughts and ideas in a clear and effective manner, both orally and in writing.
Working knowledge of the principles and techniques of marketing, public information, and media relations.
Familiarity with the operations of state and municipal governments.
Working knowledge of the principles and techniques of budgeting, grant writing, and ability to negotiate contracts and promote economic development activities.
Ability to establish and maintain effective working relationships with City officials and departments, airport customers and users, subordinate personnel, representatives of local, state and federal agencies and the public.
Ability to respond to Airport emergencies on a 24-hour basis and make sound decisions during stressful situations.
ADDITIONAL PREFERED QUALIFICATIONS, SKILLS, AND ABILITIES
Formal industry certifications such as AAE or CM designation, or U.S.A.P. designation
Relevant project management experience in a complex, multi-vendor environment
Pay range is $94,900 – $127,400 and includes a comprehensive benefits package.
