Under the limited supervision of the Controller, responsible for oversight of accounting transactions, performing financial and budgetary analysis, providing oversight to preparation of annual capital budgets and multi-year capital improvement plans, and managing financial staff.

  • Compile and submit the annual budget to the Government Finance Officers Association in accordance with budgetary reporting compliance.
  • Manage development of the annual consolidated operating and capital budget reviews, reporting and finalizations.
  • Oversee cash and investment processes to ensure maximization of cash flow and investment income for all operating cash, capital, and grant accounts.
  • Oversee intercompany transactions and fund balances monthly.
  • Review departmental annual operating budgets and quarterly forecasts with a focused emphasis on adherence to Administrative Actions, personnel changes and contracts.
  • Develop job costing parameters and budget levels for the operating and capital budgets to meet mandated guidelines.
  • Oversee financial status and open contracts of all capital improvement projects, grants programs and the passenger facility charge (PFC) program.
  • Develop the approved operating budget in an ERP system along with the finalization of the monthly expense budget-reporting module.
  • Construct / maintain the organizations chart of accounts.
  • Identify and implement improvement ideas and goals to continually streamline financial processing.
  • Monitor funding levels and expenditures to keep ACAA within spending guidelines.
  • Participate in the year-end audit activities including oversight of required reports, summaries, and supporting documentation.
  • Provide innovative, value-added financial information and supporting analysis to the management team for strategic planning and decision making.
  • Analyze key department trends, department results for variances against budget, prior periods and forecasts including monitor detailed P&L for accuracy.
  • Supervise, evaluate, coach, mentor, train, discipline and motivate subordinate staff
  • Perform duties applicable to the Controller when necessary.
  • Perform other related tasks as assigned or required.

The successful candidate in the Manager, Finance role will exhibit the following knowledge, skills, and abilities:

  • Extensive knowledge of financial procedures and processes.
  • Considerable knowledge of the JD Edwards and job costing software system.
  • Ability to quickly analyze financial data, identify cost and profit drivers, prepare financial reports, and projections; and
  • Proficient in short- and long-term budgeting and forecasting


The minimum requirements needed to qualify for the Manager, Finance role are:

  • Bachelor’s degree from a four-year college or university with a specialization in Accounting and/or Finance.
  • Five (5) years of accounting or financial analysis related experience.
  • Experience in budgeting and budget planning including development of annual budgets, forecasting and variance analysis (should have experience with budgeting annually of at least $50 Million);
  • Possess or obtain prior to employment a valid Pennsylvania Class C driver’s license.  Note: license must be maintained throughout employment.
