Under limited supervision of the Manager, Talent & Development, manages the organizational performance management process, including performance evaluations, competencies assessments, individual development plan, training and development program, and succession planning process. This role is responsible for the development and facilitation of organization wide training.

  • Manage the creation of a talent pipeline of internal candidates that are position-ready by working with business unit leaders and other HR team members to assess future talent needs and build bench.
  • Identify and analyze training and development needs to create annual training and development plan based on individual, team and leadership development needs or initiatives based on executive leadership recommendations or organizational strategic plan, competency modeling, individual and organizational assessments.
  • Implement and manage training and development programs, projects, and succession planning processes.
  • Administer performance review program to ensure effectiveness, compliance, and equity within the organization.
  • Administers education benefits programs by reviewing and approving the requests and coordinating request for budget approval.
  • Manage training budget.
  • Continuous improvement of the On Boarding Program to accelerate employee engagement, training, and learning.
  • Partner with HR Team Members to align strategy for effectively sourcing and selecting talent with competency models; assist in the selection of interview questions and techniques.
  • Develop monitoring system to ensure that all employees are performing job responsibilities according to training.
  • Evaluate the effectiveness of existing technical, compliance, safety, and other training programs.
  • Implement content and delivery improvements that enhance learning and streamline processes.
  • Conduct follow-up with meetings with managers to determine the effectiveness of training efforts.
  • Manage & direct seminars, workshops, individual training sessions, and lectures.
  • Prepare hard copies of training materials such as module summaries, videos, and presentations.
  • Performs other related tasks as assigned or required.

The successful candidate in the Learning & Development Manager role will exhibit the following knowledge, skills, and abilities:

  • Highly organized and proficient in time management.
  • Excellent written, verbal, and presentation communication skills.
  • Proficiency using social media and professional networks.
  • Highly proficient in Microsoft Office software including, Word, Excel, and PowerPoint.
  • Proficiency in documenting processes and keeping with industry trends.
  • Extensive knowledge of Instructional methods and techniques.
  • Extensive knowledge of performance management frameworks and tools.
  • Ability to travel 25%


The minimum requirements needed to qualify for the Learning & Development Manager role are:

  • Bachelor’s degree in Human Resources Management or Organizational Psychology.
  • 5 years related experience at the management level in performance management programs, learning and development, and organizational succession management.
  • 3-5 years of proven experience as a corporate trainer.
  • Experience with Cornerstone On Demand Performance Management, Success Management and Learning Management Modules a plus
  • Experience in project management, process improvement and vendor management
  • Current, valid Pennsylvania Class C driver’s license or ability to obtain and maintain the same.
  • The ability to obtain and maintain a valid airport issued ID badge in order to work within the SIDA of the airport.
  • Current, valid Pennsylvania Class C driver’s license or ability to obtain and maintain the same.
