Under the limited supervision of the Chief Financial Officer, primary responsibility is to ensure the Airport Authority complies with local, state and federal laws, policies and procedures. The incumbent serves as a trusted advisor and represents the Airport Authority with the highest level of confidentiality, integrity, forthrightness, and professionalism.

At the ACAA we all have a role in the ambitious transformation of becoming a smarter airport that will enhance the passenger experience and deliver on our mission of being a global aviation leader. Here is how Senior Vice President, Legal Affairs/General Counsel will help:

  • Direct the range of legal functions and services of the Authority, including analysis of legal/regulatory requirements; determination of legal interests and options; protection from legal action; and management of legal defense
    Provide sound, accurate, and practical legal advice, opinions, and solutions regarding issues and risks relating to the ongoing and rapidly expanding business
  • Provide business and legal perspective and advice on a wide range of strategic, tactical, and operational issues to the Airport Authority
  • Manage counsel on, and negotiate legal and business transactions with suppliers, concessions, hotel, airlines, and other tenants or airport users
  • Act as point of contact for coordination with outside special counsel and ACAA Solicitor on all litigation and other legal proceedings against or by the Authority
  • Oversight of the review and approval process for grant applications; grant agreements; concession, vendor, and use agreements; leases; easements; service contracts; hold harmless releases; settlement agreements; board and administrative actions; other agreements; and other legal documents
  • Oversight & ownership of outside counsel for highly specialized areas such as bankruptcy, real estate, environmental, labor, procurement, construction, third-party liability claims, the collection of delinquent accounts, technology, negotiations, and intellectual
  • Keep abreast of contemporary legal doctrine impacting the Airport Authority and work with airport staff and legal counsel to set the legal strategy for the Airport Authority;
  • Engage across the business units to identify legal issues and risks
  • Oversight of internal audit and ethics hotline.
  • Perform other related tasks as assigned or required.

The successful candidate in the SVP, Legal Affairs/General Counsel role will possess the following knowledge, skills and abilities:

  • Extensive knowledge of, and ability to understand, interpret, advise, and apply, federal, state, regional, local, and aviation law, regulations, policies, standards, and practices of complex, specialized, and diverse business transactions and processes.
  • Advanced ability to exercise sound, expert, independent judgments, provide accurate counsel, and reach appropriate conclusions within broad policies and guidelines.
  • Strong ability to prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.
  • Establish and maintain effective working relationships with all levels of Authority management, staff, consultants, representatives of federal, state, local and regional agencies, business and community groups, the development community, media representatives, the public, and others encountered in the course of work.
  • Ability to travel 5%.

The minimum requirements needed to qualify for the SVP, Legal Affairs/General Counsel role are:

  • Juris Doctorate (J.D.) from an accredited school of law
  • Ten (10) years legal experience in a law firm or as corporate/in-house legal counsel
  • Active Pennsylvania Bar License and a member in good standing
  • Possess, or obtain prior to employment, a valid driver’s license. Note: license must be maintained throughout employment.
